MINUTES OF CITY COUNCIL SPECIAL SESSION
JOINT MEETING wiTH THE COMMUNITY DEVELOPMENT CORPORATION
HELD ON
JANUARY 26, 2015
The Joint Special Session of the City Council and the Community Development Corporation of
the City of The Colony, Texas, was called to order at 6:37 pm. on the 26"' day of January,
2015, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call:

2. Receive overview of the city parks tour conducted by CDC on December 29, 2014 and
discuss list of projects and needs identified for each park as they relate to the CDC
Master Plan, the Trail Master Plan, and the Stewart Creek Park Master Plan.
CDC President Steve Sohn reviewed a needs list compiled following the board's tour of the
city's various parks. There were twenty-six parks and green spaces listed with
improvements/needs being identified for most of them for the next two years and other items
for future years, President Sohn also told the council that with the city holding the
designation ofTree City USA and more trees being planted, there is a need to employ at least
two individuals designated as arborists and irrigation technicians.
The list also recognized the location for a future recreation center (Five Star East) and the
potential cost of such afacility, Considerable discussion followed with staff being asked by
council to provide some examples of square footage for things like courts so they have a
point of'reference when discussing the overall square footage of a building. Citizen Christi

Martin submitted a citizen input form however did not wish to speak. She suggested a neva
recreation center might include auditorium and meeting room space.
3. Discuss the proposed. Veteran's Memorial Master Ilan, including but not limited to
possible design revisions, funding, phases, and future maintenance.
Parks Director Pam Nelson told the council that after the feedback received and concerns
over the cost of the concept plan, staff wanted to propose something more affordable. Eve
Morgan showed the council an example of a modified version of the consultant's design and
some siring options. Councilmember Terre suggested that the dollar amount be designated
then determine what the design can be based on the allotted funding. Mayor McCourry
stated that the Veteran's Memorial Committee's objective with the original design was not
concerned with funding. He felt the committee should meet again to discuss a scaled down
project, adding that some of the expense such as grading is unavoidable. He asked Pam
Nelson to contact the committee members and set a meeting date that is prior to the end of
February.
Councilmember Boyertold the council that they need to weigh all the projects and prioritize
them together. The city council will be holding a retreat at the end of February so they can
discuss what they feel should be the city's focus on all the projects. Councilmember Marks
reminded everyone that maintenance and operation cost of improvements needs to be
considered going forward.
