MINUTES OF COUNCIL WORK SESSION
HELD ON
OCTOBER 21, 2014
The Work Session of the City Council of the City of The Colony, Texas,was called to order
at 6:01 p.m. on the 21sT day of October, 2014, at City Hall, 6800 Main Street, The Colony,
Texas,with the following roll call:
Joe McCourry Mayor Present
Kirk Mikulec Councilmember Present (6:15 p.m.)
Richard Boyer Councilmember Present
Jeff Connelly Councilmember Present
David Terre Mayor Pro-Tern Present
Perry Schrag Councilmember Present
Joel Marks Councilmember Absent
And with five council members present a quorum was established and the following items were
addressed:
A. Call to Order
B. Discuss the Arts Master Plan (Powell)Discussion on this item was postponed until the
next council meeting[November 18, 2014].
C. Discuss phasing of construction for the widening of Main Street/ FM 423 (Scruggs)
Gordon reviewed anticipated road closures, detours, and night work that will be required
on Main Street.
D. Presentation of the Main Street Construction video (Baxter) Diane Baxter presented
the video prepared to inform people about this major road construction project that is
about to begin. There will be on-going press releases in order to keep everyone informed
of road closures.
E. Discuss communication options for the city and residents along the Memorial Drive
underpass (Connelly) Councilmember Connelly stated there have been residents near
the construction area that have been affected and he would like the city to begin
communicating with them about who they can contact if they have questions or issues
that need to be addressed. Brant Shallenburger will spearhead these efforts.
F. Discuss the possibility of changing the city council work session start time
(Connelly) Councilmember Connelly said he would like the council discuss whether a
change to the work session start time should be implemented. For some council members
who drive in from other cities traffic is sometimes traffic prevents them from arriving by
6 p.m. The Mayor questioned the city attorney whether a general statement could be
included on the regular agenda about items from the work session being discussed if they

could not get to them, if the meeting were to start at 6:30 p.m. The city attorney
indicated he did not think so but would check into it. Some council members indicated
they would prefer a later start time;for others it did not matter. The Mayor asked for the
item to be brought back at the next meeting.
G. Mobile Food Vendor revision update presentation (Branch/Perez) Joe Perez told the
council this is an item they had previously requested. He presented some options for a
possible ordinance that would allow push carts and stationary carts for food vendors.
Definitions of both were discussed. The Health Inspector title will be changed to Health
Authority. It was noted that such an ordinance would amend the Code of Ordinances,
Chapter 6. Council made some suggestions and staff will bring back changes.
H. Council to receive supplemental information from staff or answers to questions
regarding the October 21,2014 regular agenda items as follows: None
2.1 Consider approving minutes of council meetings held September 30 [Mikulec]
and October 7 [Boyer], 2014 (City Secretary)
2.2 Consider approving a resolution designating the Dallas Morning News
NeighborsGo as the city's official newspaper for FY 2014-15 (City Secretary)
2.3 Consider approving a resolution authorizing the mayor to execute a License
Agreement with Webber, LLC for use of the city's property located at 6001 Main Street
during the construction of F.M. 423 (Engineering, Scruggs)
3.1 Discuss and consider approving a resolution authorizing the city manager to
execute a contract amendment with Austin Bridge & Road, L.P for the South Colony
Boulevard Grade Separation at the Sam Rayburn Tollway / S.H. 121 for earthwork,
structure, and illumination revisions, and compensation for Force Account Work
(Engineering, Scruggs)
3.2 Discuss and consider approving a resolution authorizing the city manager to issue
a purchase order for the purchase of five (5) police vehicles from Holiday Chevrolet with
pricing available through the Tarrant County Cooperative Purchasing Agreement(Police,
Chandler)
4.1 Receive quarterly report on public information requests (City Secretary)
I. Council to provide direction to staff regarding future agenda items. Councilmember
Connelly requested a resolution renouncing cities for retaliating against churches (ref.
Houston's ordinance that was opposed by residents. Houston retaliated against some
pastors that had signed a petition then were issued subpoenas for sermons and discussion
regarding the ordinance, which was about expanding the definition of diversity in
Houston.) Councilmember Connelly requested the city contact state and national
representatives about this matter.
City Manager Powell reminded everyone that the November 4th council meeting is
cancelled due to the election.
