HomeMy WebLinkAbout06/17/2014 City Council-WS June 17,2014 Work Session MINUTES OF COUNCIL WORK SESSION HELD ON JUNE 17, 2014 The Work Session of the City Council of the City of The Colony, Texas, was called to order at 6:07 p.m. on the 17th day of June, 2014, at City Hall, 6800 Main Street, The Colony, Texas,with the following roll call: Joe McCourry Mayor Present Kirk Mikulec Councilmember Present Richard Boyer Councilmember Present Jeff Connelly Councilmember Present David Terre Mayor Pro-Tem Present Perry Schrag Councilmember Present Joel Marks Councilmember Absent And with six (6) Councilmembers present a quorum was established and the following items were addressed: A. Call to Order B. Discuss temporary no parking zones on residential streets and other traffic related plans for the Liberty By The Lake event (Swain) Parks and Recreation Manager David Swain reviewed the upcoming Liberty by the Lake event, showing the proposed map route. Mr. Swain explained residents affected by this event will receive letter notifications, door hangers, and noted temporary signage would be posted with details about the event. Mr. Swain further stated that in the past,parking has been an issue and reassured City Council that the Police Department will assist with traffic during the event to ensure residents have safe travels. Councilmember Terre read aloud a letter from John Hardy, President of the Stewart Peninsula Homeowner's Association, who had concerns regarding parking, traffic congestion, trash and debris, and emergency vehicle access for fire and ambulances during the event. After discussion, Assistant Police Chief of Operations Chris Chandler addressed City Council ensuring the Police Department will patrol and enforce any illegal parking during the event. He also noted that officers are strategically placed during the event. C. Discuss Section 5-15(b) of the animal control ordinance as it relates to animals held by a rescue organization/foster and provide direction to staff regarding possible revisions to the ordinance (Plemons) Assistant Police Chief of Support Services Chris Plemons briefed City Council regarding this item explaining a past violation occurred with the number of rescue/foster animals 1 June 17, 2014 Work Session located on a property and asked for council's direction on the possibility of amending the current ordinance to add additional and more specific criteria. Chief Plemons noted a revised Ordinance would allow an application process with criteria guidelines, updated fees, and possibly lot size regulations per animal for rescue and foster adoptions. After discussion, Council asked staff to bring forward a proposed Ordinance that would ensure guidelines and better safety for animals held by rescue organizations and foster homes. D. Discuss proposed boundary adjustments between the City of The Colony, Carrolton, and Hebron (Joyce) Development Services Mike Joyce provided a brief update regarding this item. Mr. Joyce noted that the boundary adjustment proposed will clean up boundary lines allowing Police and Emergency Services clearer jurisdiction areas. Mr. Henry Billingsly, developer in Austin Ranch, addressed City Council explaining the proposed boundary adjustments square up and balances the lots and allows developers to have a nicer size lot to develop. E. Discuss appointing a city liaison to The Colony Chamber of Commerce (Perez) City Manager Troy Powell announced Programs Administrator Joe Perez will be the appointed city liaison to The Colony Chamber of Commerce. F. Discuss Stewart Peninsula center median tree removal (Perez) City Manager Troy Powell led the discussion regarding the (smaller south side) Homeowner Association's request to have city assistance with tree removal at the center median of North Colony Boulevard at Stewart Peninsula. Mr. Powell reminded City Council the median is a key entrance to the City's Stewart Creek Park and explained the Homeowner's Association has agreed to fund tree replacement. After discussion, City Council concurred that any assistance the city provides to one Homeowner's Association would also need to be fair and consistent for others, therefore; City Council suggested not to assist with funding of the Stewart Peninsula Homeowner's Association median tree removal request. Due to time constraints, City Council adjourned the Work Session and did not address Items G. thru H but asked staff to bring forward at the next City Council Work Session meeting. G. Presentation of draft Council retreat goal five: Beautification Policy (Perez) H. Discuss updating Administrative Procedure #401 Travel Advances/Reimbursements (Powell) 2 June 17,2014 Work Session I. Council to receive supplemental information from staff or answers to questions regarding the June 17, 2014 regular agenda items as follows: 2.1 Consider approving minutes of council meetings held June 3, 2014 [Schrag- WS, SS] [Marks- SS] (City Secretary) 2.2 Consider approving a resolution authorizing the mayor to execute an Interlocal Agreement with the Lewisville Independent School District for the construction of a trail connector on BB Owen Elementary School property(PARD,Nelson) 3.1 Discuss and consider approving a resolution awarding a bid and authorizing the city manager to execute a construction services contract for an elevated water storage tank at Wynnwood Pump Station with funding provided by the Tax Increment Reinvestment Zone Number Two (Engineering, Scruggs) 3.2 Discuss and consider a resolution authorizing the city manager to execute contract amendments with McMahon Construction for Plano Parkway Widening Phase 2 to perform additional earthwork for the trail from Windhaven Parkway and for increased concrete costs for the trail and for acceleration/deceleration lanes adjacent to Grandscape (Engineering, Scruggs) 3.3 Discuss and consider a resolution accepting a petition filed by landowners requesting annexation of an approximately 23.466 acre tract of land into the corporate limits of the City of The Colony, Texas, on property generally located on the north side of Plano Parkway between Parker Road (FM 544) and Windhaven Parkway; authorizing the publication of all notices; scheduling public hearings on the proposed annexation and disannexation of an approximately 24.826 acres of land and an approximately 2.124 acre tract of right-of-way; and authorizing the preparation of an annexation service plan for the approximately 23.466 acre tract of land (Development Services, Joyce) 3.4 Discuss and consider approving a resolution in support of United States Veteran's Administration Reform for the purpose of improving response times for medical care to veterans (Council) There were no questions regarding these items. J. Council to provide direction to staff regarding future agenda items. None. K.
