HomeMy WebLinkAbout05/06/2014 City Council-SS May 6, 2014 Special Session MINUTES OF COUNCIL SPECIAL SESSION HELD ON MAY 6, 2014 The Special Session of the City Council of the City of The Colony, Texas, was called to order at 6:07 p.m. on the 6th day of May, 2014, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: Joe McCourry Mayor Present Kirk Mikulec Councilmember Absent Richard Boyer Councilmember Present Jeff Connelly Councilmember Present David Terre Mayor Pro-Tem Present Perry Schrag Councilmember Present Joel Marks Councilmember Present And with six council members present a quorum was established and the following items were addressed: 1. Call to Order 2. Council to conduct Library board applicant interview (Council) [This item was addressed at 6:40 p.m. following conclusion of the remaining agenda items]. Council members spoke with Library Board applicant Margaret Heermans about her desire to serve on this board. 3. Discuss and consider the appointment, evaluation, reassignment, duties or dismissal of members of the following advisory boards: Library, Community Image, Community Development, Board of Adjustment (Council) Library- Sandi Gehrke was reappointed to Place 1 with a vote of 6-0 Marlene Martin was reappointed to Place 2 with a vote of 6-0 Frederick Rushing was reappointed to Place 3 with a vote of 6-0 Councilmember Terre motioned to appoint Margaret Heermans to fill the vacancy in Place 7, effectively immediately; second by Boyer; motion passed with a vote of 6-0. Community Development Cor oration- Susana Perez was reappointed to Place 1 with a vote of 6-0 Steve Sohn was reappointed to Place 2 with a vote of 6-0 Don Beckel was reappointed to Place 7 with a vote of 6-0 Councilmember Connelly motioned to appoint Allen Harris to fill the vacancy in Place 6, effective July 1 st; second by Schrag; motion passed with a vote of 6-0 [creates a vacancy in Place 3 Technologies as of July Is'] 1 May 6, 2014 Special Session Board of Adjustment- Councilmember Connelly motioned to appoint Shawn Rockenbaugh to fill a vacancy in Place 4 effectively immediately [creates a vacancy in Alternate No. 1 position]; second by Marks; motion passed with a voted of 6-0 Councilmember Connelly motioned to appoint Donna McCright to fill vacancy in Alternate No. 1 position; second by Marks; motion passed with a vote of 6-0 [creates a vacancy in Place 2] Charles Tredo was reappointed to Place 1 with a vote of 6-0 Community Image- Councilmember Connelly motioned to remove Peggy Chenault; second by Schrag; motion passed with 5 voting yes and Councilmember Terre voting no. [creates a vacancy in Place 2] Councilmember Boyer motioned to appoint Mary Arm Evans to fill a vacancy in Place 2; second by Connelly; motion passed with a vote of 6-0 Councilmember Boyer motioned to appoint Debra Picket to fill a vacancy in Place 7 as of July I"; second by Connelly; motion passed with a vote of 6-0 Janece Pool was reappointed to Place 5 with a vote of 6-0 Linda Van Vranken was reappointed to Place 6 with a vote of 6-0 4. Discuss and consider cancelling or rescheduling the May 20, 2014 city council meetings (Council) It was noted that some council members will be out of town this date attending the ICSC Conference. Motion to cancel the May 20, 2014 city council meetings- Boyer; second by Marks; motion passed with all ayes except for Connelly who voted no. 5. Discuss and consider nominations for the 2014-2015 North Central Texas Council of Governments Executive Board and the 2014 Regional Awards (Council) Motion to nominate Perry Schrag- Connelly; second by Boyer; motion passed with all ayes except for Schrag who abstained 6. Discuss a shared representative rotation schedule and consider approving a resolution nominating a Representative and Alternate Representative to the Regional Transportation Council for a two year term beginning June 2014, and (Council) Mayor McCourry provided a brief history of the city's past representative/rotation. The RTC did realign the cluster cities and The Colony is now grouped with Frisco, Prosper, Little Elm, Celina and Providence Village. Currently, the mayors of Frisco and Prosper are the representative and alternate representative respectively. Mayor McCourry asked the council 2 May 6, 2014 Special Session members if they would be in agreement first to support a rotation, then if so, would they support keeping the current representatives for another term in order to give the group of cities more time to set a rotation order.
