February 28, 2014 Retreat
MINUTES OF COUNCIL RETREAT
HELD ON
FEBRUARY 28, 2014
The Retreat of the City Council of the City of The Colony, Texas, was called to order at 8:10
p.m. on the 28th day of February, 2014, at the Gaylord Texan Resort and Convention Center,
Palomino 3 Meeting Room, 1501 Gaylord Trail, Grapevine, Texas 75061, with the following
roll call:

Joel Marks Councilmember Present
Staff in. Attendance: Troy Powell, Tim Miller, Brant Shallenburger, Joe Perez, and Christie Wilson.
And with seven council members present a quorum was established and the following items were
addressed:
1. Call to Order
2. City Council to meet with city staff to discuss the following:
a. Establish definition of success as it relates to a one year plan
b. Presentation of preliminary list of Council goals
c. Discussion on list including explanations of goals
d. Discuss new goals to be added to the list
e. Prioritization of Council goals list
City Manager Troy Powell explained to the council that the purpose of this retreat is to establish
7-10 city council goals for the next year. Council members had previously submitted them
individual goals (Exhibit A) resulting in a list of 36 items. No new goals were added.
Throughout the course of meeting the list was refined and condensed into a list of 9 high
priorities for the council. The remaining items from the original list will be addressed at a later
time and through ca different process. There was a brief discussion of the effectiveness of the
various city departments as related to the current Managed Competition department
assessments. The city manager then explained what the plan is for the next day's meeting.

11. TXDOT - grow relationship to aid in getting projects funded and completed
12. Employment costs - identify and recommend ideas/actions to handle health care and
retirement costs
