HomeMy WebLinkAbout01/21/2014 City Council-WS January 21, 2014 Work Session MINUTES OF COUNCIL WORK SESSION HELD ON JANUARY 21, 2014 The Work Session of the City Council of the City of The Colony, Texas, was called to order at 6:04 p.m. on the 21'` day of January, 2014, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: Joe McCourry Mayor Present Kirk Mikulec Councilmember Present Richard Boyer Councilmember Present Jeff Connelly Councilmenlber Present David Terre Councilmember Present Perry Schrag Councilmember Absent Joel Marks Mayor Pro-Tern Present (6:30 p.m.) And with five council members present a quorum was established and the following items were addressed: A. Call to Order B. Presentation from Utilities Director regarding tower placement for automated meter reading antennas (Lavender) Utilities Director Leo Lavender informed the council that the city is placing antennas in areas around town that will alloiti, for automated water meter reading in the fitture. Six are already installed and the remaining three will go on Cypress Cove, Overlook Drive, and in Austin Ranch. Aesthetics of the towers were discussed, as well as the possibility of locating these in other areas. These suggested locations provide the coverage needed and will be placed on city-owned land. The towers will be installed within the next sir months. The completed project will take 4- 5 more years for all the meters to be replaced and electronics to be installed. C. Receive presentation regarding the Nebraska Furniture Mart proposed landscaping plan (Joyce) Roland Jackson, landscape architect for Nebraska Furniture Mart provided information on the proposed landscaping design for the project. D. Discuss possible retreat to discuss annual goals (Miller) City Manager Troy Powell suggested to the council that an over-night retreat be scheduled in the near fitture for council to have ample time to discuss long-range plans and goals. Suggested Febritarv dates will be provided in the near fitture. E. Discuss possibly scheduling a joint City Council/Community Development Corporation work session to discuss CDC related projects (Powell) Troy Powell suggested that council may want to discuss two upcoming projects (dog park and veteran 's memorial) with the CDC board members in a work session. Councilmember 1 January 21, 2014 Work Session Connelly requested Stewart Creek Park be added to this list. It ivas decided they lvould meet on February I3'11 . F. Council to receive supplemental information from staff or answers to questions regarding the January 21, 2014 regular- agenda items as follows: 2.1 Consider approving minutes of council meetings held January 7, 2014 [Connelly] (City Secretary) 2.2 Consider approving an ordinance amending the Code of Ordinances, Chapter 1, Article I, Section 2-4, entitled "Same- Election of the Mayor Pro Tern and Deputy Mayor Pro Tern to establish annual elections (Council, Boyer) 2.3 Consider approving the American Cancer Society's request to sponsor the Relay for Life of Carrollton/The Colony event by waiving fees and allowing the use of the mobile stage and Five Star Complex on May 2-3, 2014, and granting an exception to the City's noise ordinance (PARD, Swain) Councilinember Connelly suggested relz-rests to use the stage be initially directed to the council and not the CDC. 3.1 Discuss and consider a resolution authorizing the city manager to execute a professional services agreement with Carollo Engineers, Inc. for design and engineering for Phase 1 of the wastewater treatment plant expansion project (Administration, Maurina) Troy Powell advised this item will be postponed until the next meeting. 3.2 Discuss and consider a resolution adopting amended Advisory Board Policy and Procedures (Council, McCouiry) 3.3 Discuss and consider electing a mayor pro tem and deputy mayor pro tem (Council) G. Council to provide direction to staff regarding future agenda items. Councilmember Marks requested the traffic problem at S.H. 121 and Plano Parkivoy be addressed. H.
