November 5, 2013 Work Session
MINUTES OF COUNCIL WORK SESSION
HELD ON
NOVEMBER 5, 2013
The Work Session of the City Council of the City of The Colony, Texas, was called to order
at 6:05 p.m. on the 5t" day of November, 2013, at City Hall, 6800 Main Street, The Colony,
Texas, with the following roll call:

Joel Marks Mayor Pro-Tem Present (6:25 p.m.)
And with four council members present a quorum was established and the following items were
addressed:
A. Call to Order
B. Discuss options for designating an official newspaper for city legal publications and
provide direction to staff (Wilson) City Secretary Christie Wilson told the council that
the local newspaper° (Courier-Leader) no longer satisfies the criteria for serving as the
city's official newspaper (lack of 2"`h class postal permit in Denton County.) Other
options are the Denton Record Chronicle and the Dallas Morning News Neighbors Go
for Lewisville/Flower Mound that publishes on Fridays. It was noted that currently we
have the Denton Record Chronicle authorized as an alternative for publishing legal
notices however it has little or no distribution in The Colony. The consensus of council
members was to use the Neighbors Go publication and the Record Chronicle only as an
alternate. An adopting resolution will be pr°esented for council approval on November
19thC. Presentation and discuss traffic issues on Roberts Drive (Perez) Joe Perez told the
council that the city manager's office had received some complaints about traffic
problems around Peter's Colony Elementary, primarily in the mornings. The first issue
is traffic and parking on Roberts Drive and parents walking children across John Yates
where there is no crosswalk. The second is excessive traffic in the alley of Shannon and
Nash. Several options were presented as solutions, including placing a "no through
traffic" sign in the alley. Mr. Perez will attempt to contact the principal about possible
different traffic patterns/drop off areas around the school, and if unable to do so, the city
will contact the school district transportation director for a solution.
D. Discuss South Colony Boulevard street closure in conjunction with State Highway
121 Grade Separation Project (Maurina/Scruggs) Assistant City Manager Tod

Maurina told the council that the new overpass extending South Colony Boulevard over
S.H. 121 hill take 365 days to complete. The project includes access ramps on South
Colony, storm water drainage, utility relocation, and roadway over S.H. 121. The
construction will begin this Thursday and staff is recommending that South Colony fi°om
Memorial Drive to S.H. 121 be closed to through traffic beginning November 18x. He
added that the traffic signals at Memorial and Paige will be monitored to determine a
possible need for adjustment. Mr. Maurina told the council that as an alternative to
closing the roadway, staff considered a temporary by-pass road but that would have
resulted in a time delay, plus an estimated $750, 000 to construct. Staff is put-suing a fi°ee
access ramp onto to the tollway fi°om Morningstar during the construction phase.
E. Council to receive supplemental information from staff or answers to questions
regarding the November 5, 2013 regular agenda items as follows: None
2.1 Consider approving minutes of council meetings held October 15, 2013 [WS
Mikulec, Marks] (City Secretary)
2.2 Consider approving council expenditures for September 2013 (Council)
2.3 Consider approving a resolution casting the city's votes for David Terre to serve
on the Denton Central Appraisal District Board of Directors for a two year term
beginning January 1, 2014 (Council)
2.4 Consider approving an ordinance amending the Code of Ordinances, Chapter 2,
Article I, Section 2-8 entitled "City Manager", authorizing certain persons to perform the
duties of city manager during absence or disability of the city manager (Council)
2.5 Consider approving a resolution authorizing the mayor to execute an Interlocal
Agreement with Denton County for Library Services (Library, Sveinsson)
3.1 Receive update presentation and discuss on-going projects and improvements at
Hidden Cove Park (Council)
3.2 Discuss and consider approving a resolution awarding a bid and authorizing the
city manager to execute a construction contract for the final phase of the Memorial-
Spring Creek Connector Project (Engineering, Scruggs)
3.3 Discuss and consider approving a resolution authorizing the city manager to
execute two contracts totaling $257,272.00 with Trane U.S., Inc. for the Parks &
Recreation Gymnasium to retrofit the lighting system and for the installation of new
HVAC equipment, based on pricing available through the Cooperative Purchasing
Network (Facilities, Gilman)
F. Council to provide direction to staff regarding future agenda items. Councilmember
Boyer requested a council discussion on a possible ordinance regulating title loan and
payday loan establishments, either on a work session or regular session. Councilmember
Connelly requested the Tax Increment Reinvestment Zone Number One board schedztle a
meeting in December.
G. Adjourn
