HomeMy WebLinkAbout07/02/2013 City Council-WS July 2, 2013 Work Session MINUTES OF PRE-COUNCIL WORK SESSION OF COUNCIL HELD ON JULY 2, 2013 The Pre-Council Work Session of the City Council of the City of The Colony, Texas, was called to order at 6:05 p.m. on the 2"" day of July, 2013, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: Joe McCourry Mayor Present Kirk Mikulec Councilmember Present (arrived 6:08) Richard Boyer Councilmember Present Jeff Connelly Councilmember Absent David Terre Cotulcilmember Present Perry Schrag Councilmember Present Joel Marks Mayor Pro-Tem Absent And with four council members present a quorum was established and the following items were addressed: A. Call to Order B. Discuss one way slip roads on North Colony Boulevard and South Colony Boulevard (Scruggs) Gordon Scruggs said this is follow up information from a previous meeting. He listed reasons staff'docs not recommend making changes to the slip roads not currently signed for same-direction traffic but went on to provide an option that includes allowing bicycle traffic two-way and auto traffic one-way, with some exceptions. J 'he cost./or the signs for this option is $1,800.00. He showed maps that reflect the various sections along North Colony and South Colony that would be affected. Councilrnemher° Schrag questioned whether this is being discussed due to safety issues along these roadvvays. Councilmember Boyer said it was initially brottght up to him by a resident because of the inconsistencies on various sections of these roads. Both council members discussed going to observe these roadvvays themselves to better understand the issues. Mr. Scruggs said he will consult with the police chief about safety issues. C. Discuss a new Section IOD, "Temporary Uses," of Appendix A, Zoning, to consolidate and recodify all the temporary uses into one section (Joyce) Mike Joyce provided draft ordinance language to the council members that consolidates all the temporal y uses into a single section of the zoning ordinance. He said that no uses are being created, lust arranged differently. The draft does include some other clarifying language. He stressed that the intent of the temporary uses ordinance is not being changed. Mr. Joyce added that there still is no permit requirement for things such as mobile blood banks or book-mobiles. This will be brought backfor a first reading at a subsequent council meeting. D. Discuss proposed amendments to the Code of Ordinances, Chapter 6, Article I July 2, 2013 Work Session VI., Food and Food Establishments, regarding Mobile Food Trucks (Browder) Iris Browder said that due to some changes within the temporary uses ordinances (above) this ordinance will need to be updated as well. She provided a draft of the changes. Mayor McCourry asked whether this includes push-type carts/food vendors. It was clan fzed by Tirn Miller that those are not included therefore would not be allowed. The manor requested that be revisited. E. Council to receive supplemental information from staff or answers to questions regarding the July 2, 2013 regular agenda items as follows: 2.1 Consider approving minutes of council meetings held June 18, 2013 (Connelly, Boyer) (City Secretary) 2.2 Consider approving council expenditures for May 2013 (Council) 3.1 Discuss and consider a resolution authorizing the city manager to execute a Development Agreement between the City of The Colony, Texas and EPC-ARS W, LLC for the development of the Parks of Austin Ranch aka The Boat House (Development Services, Joyce) City Manager Troy Powell told the council that for the most recent Austin Ranch development (2010) the council agreed to reduce the building fee rate to S4.02. This agreement hcis incorporated that rate into it however is up for discussion and will have to beset specifically for this proposed development. Most surrounding cities have increased their fees over the last few years as well. 3.2 Conduct a public hearing, discuss and consider approving an ordinance adopting revised City Council Single Member District boundaries to be effective with the next municipal election (Council) 3.3 Discuss and consider cancelling or rescheduling the August 6, 2013 city council meetings due to National Night Out (Council) F. Council to provide direction to staff regarding future agenda items. G.
