MINUTES OF REGULAR SESSION OF COUNCIL
HELD ON
APRIL 2, 2013
The Regular Session of the City Council of the City of The Colony, Texas, was called to
order at 7:02 p.m. on the 2nd day of April 2013, at City Hall, 6800 Main Street, The
Colony, Texas, with the following roll call:
Joe McCourry Mayor Present
Kirk Mikulec COUncllmember Present (7:03 p.m.)
Richard Boyer Councilmember Present
Jeff Connelly Councilmember Present
David Terre Councihnember Present
Perry Schrag Councilmember Present
Joel Marks Mayor Pro-Tem Present
And with six council members present a quorum was established and the following items
were addressed:
1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND
PROCLAMATIONS:
Call to Order
Invocation - Horizons Church
Pledge of Allegiance to the United States Flag
Salute to the Texas Flag
Recognition of the GFOA CAFR Award presented to Finance Department-
Finance Director David Cranford told the council of this award and explained the
reasons for the recognition.
Citizen Input- None
Announcement of upcoming civic events and activities CVB announced
Photo Contest; Presentation from the Library Director regarding current and
upcoming programs, events, and service improvements. Mayor McCourry noted
that City Manager Powell was out of town and Chief Joe Clark is acting city
manager.
2,0 CONSENT AGENDA
2.1 Consider approving minutes of council meetings held March 19, 2013 (City
Secretary)
2.2 Consider approving council expenditures for the month of February 2013
(Council)
2.3 Consider approving a resolution adopting a revised Purchasing Policy for the
city (Finance, Cranford)
i These items are strictly public service announcements. No action will be taken and no direction will be given
regarding these items.

2.4 Consider approving a resolution authorizing the city manager to execute a
contract amendment with Mario Sinacola & Sons Excavating, Inc. for
additional work with the construction of the Phase 1 widening of Plano
Parkway (Engineering, Scruggs)
Motion to approve- Marks; second by Connelly; motion passed with all ayes.
3.0 REGULAR AGENDA ITEMS
3.1 Conduct a public hearing, discuss and consider an ordinance approving a
revised development plan for the Public Services Complex, Planned
Development No. 24, located at 1 Harris Plaza, to add an animal quarantine
shelter and a temporary firefighter practice structure on the 22.75 acre tract
(Development Services, Joyce)
Mike Joyce reviewed the locations, proposed development plan and images of the
building elevations for the animal quarantine facility. The public hearing was
opened and closed at 7:19 p.m. with no one wishing to speak..
Motion to approve- Marks; second by Mikulec;
Councilmember Connelly asked for an explanation of the firefighter practice
structure usage. Mr. Joyce said that no live fires will be there but there would be
simulated smoke. The firefighters will be able to gain some practice at entry to
buildings cutting through the roof, etc. Currently they contract with a neighboring
city to use those training facilities.
Motion approved with all ayes.
4.0 WORK SESSION
4.1 Discuss possible remedies for bird population issues at shopping centers
(Connelly 3119-Nelson)
Pam Nelson introduced Derrick Bowman, a local urban wildlife biologist, who
spoke about the grackle problems around shopping areas in the city. He said
these are a federally protected species and are migratory. He said they mostly
appear in the evening hours, and only during certain times of the year. He stated
some possible reasons for the high population, including lack of predators.
Techniques for discouraging the grackles from accumulating in a certain area
include noise makers, netting over trees, tree removal, and the use of falcons. The
city of Fort Worth has used falcons with some success. Citizen Christi Martin
spoke saying her husband had experienced a bird related disease. Mr. Bowman
said that it is rare for humans to contract disease from these birds.
Councilmember Connelly indicated he would like the city to do some research on
the use of falcons for future consideration. Councilmember Mikulec added that
addressing the problem in one shopping area (private property) can cause the
birds to move to another and if the city does anything it needs to be for other areas
as well.
And with no further business to discuss the meeting was adjourned at 7:40 p.m.
