HomeMy WebLinkAbout08/24/2012 City Council August 24, 2012 Emergency Session MINUTES OF EMERGENCY SESSION OF COUNCIL HELD ON AUGUST 24, 2012 It is an urgent public necessity that the matter mentioned in this notice be considered at an early date so as to further the public welfare of the inhabitants of the City by taking timely action. This meeting noticed was posted at 4 p.m. on August 24, 2012. The Emergency Session of the City Council of the City of The Colony, Texas, was called to order at 7:01 p.m. on the 24th day of August 2012, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: Joe McCour7y Mayor Present Kirk Mikulec Councilmember Present Richard Boyer Councilmember Present Jeff Connelly Councilmember Present David Terre Councilmember Present Perry Schrag Councilmember Present Joel Marks Mayor Pro-Tem Absent And with six council members present a quorum was established and the following items were addressed: A. Call to Order B. Discuss and consider participating in the Denton County aerial mosquito spraying program. Mayor McCourry stated the reason for this emergency meeting is due to a notice received from Denton County Judge Mary Horn offering the city an opportunity to participate in aerial spraying for mosquitos and a decision needed to be given to the county on Monday, August 271" Some citizens present requested to address the council on this matter. Mayor McCourry asked the council whether they would like to allow public comment and determined the citizens could speak. John Pinehot spoke against aerial spraying. Councilmember Schrag stated that he had attended an HOA meeting the evening before and stated that people did not express an interest in aerial spraying. Community Services Director Pam Nelson reviewed the test reports from the week and reviewed the current methods of treating specific areas. She added that two more human cases of West Nile Virus had been reported this week. Council member Terre stated he surveyed 37 families and that these people preferred the 1 August 24, 2012 Emergency Session current method of mosquito treatments. Councilmember Boyer stated that he is proud of the city s proactive education for the residents. Citizen Kristina Howell stated she is proud of the conservative approach the city is taking. Councilmember Mikulec stated he agrees with others not to aerial spray, and expressed his concern for the areas surround the lake. Mayor- McCourry stated that he spoke with Commissioner Marchant and learned that the county had not yet consulted the Corps of Engineers about spraying around the lake on Corp property. Mayor McCourry stated that the city's consultant had previously indicated they are not allowed to spray near or on Corps property so as a result, all of the city could not be sprayed anyway. He added that he did request for the city to receive funding to aid in the cost of the treatment currently being done on the ground. At this time the following motion was made: Motion to opt-out of the aerial spraying program- Connelly; second by Mikulec; motion passed with all ayes. C.
