June 19, 2012 Work Session
MINUTES OF WORK SESSION OF COUNCIL
HELD ON JUNE 19, 2012
The Work Session of the City Council of the City of The Colony, Texas, was called to order at 6:00
p.m. on the 19th day of June 2012, at City Hall, 6800 Main Street, The Colony, Texas, with the
following roll call:

And with four council members present a quorum was established and the following items were
addressed:
A. Call to Order
B. Discuss Technologies Board and ordinance (McCourry) Mayor McCourry voiced
his goals for this board and asked Board Chair Joy Grube her thoughts about the
board 's purposes in the future. She said she has been the chair for only two months but
would like to see the board be more proactive. Vacancies on the board and quarterly
meetings were also discussed.
C. Update on Teen Court program (Shallenburger) Brant Shallenburger, Teen Court
Coordinator, reviewed the process foi° juveniles who participate in the program. He
presented issues with the program and offered options going forward. Adding apart-
time city stcrff'person as a juvenile case manager was discussed as a possible future
option. A specific comparison between The Colony's program and Little Elm's was
requested to be prepared and brought back to council.
D. Discuss youth sports and managing behavioral issues (Powell) This item was
postponed until the next meeting.
E. Discuss tree issue at Historical Park and provide direction to staff (Miller) Tim
Miller reviewed the cost of removal and replacement of the (8) trees in this park versus
transplanting them. It was noted that the survival rate for transplanting this time ofyear
is less than 40%. The general consensus of council was that, based on costs, the trees
should be removed (which has to be done in the next 15 days). Funding for replacing
them with 26 smaller trees will be budgeted in 2012-13 and replanting will occur prior

to the Christmas light show that annually is held in this park.
F. Discuss the Animal Control ordinance and receive information from staff
concerning at-large regulations (Connelly) Councibinember Connelly explained
the reason he requested information on this ordinance is due to a resident receiving an
at-large citation when his clog was inside the resident's garage. Police Captain Chris
Plenzons reviewed the ordinance, adding that surrounding cities 'definitions of at-large
(fenced or leashed) is the same as The Colony's.
G. Discuss priority list for street repairs and replacements (Scruggs) This item was
postponed until the next meeting.
H. Council to receive supplemental information from staff or answers to questions
regarding the June 19, 2012 regular agenda items as follows:
2.1 Consider approving minutes of the city council meeting held June 5, 2012 (City
Secretary)
2.2 Consider approving council expenditures for May 2012 (Council)
3.1 Discuss and consider approving a resolution authorizing the city manager to enter
into an Interlocal Agreement with the cities of Plano and Allen for use of their P25 Digital
Radio System to provide radio communication functions for the Police Department (Police,
Plemons)
3.2 Discuss and consider making a nomination for the Denco Area 9-1-1 Board of
Managers for a term beginning October 1, 2012 (Council)
3.3 Discuss and make appointments to council committees and assign board liaisons
(Mayor)
1. Council to provide direction to staff regarding future agenda items.
Councilmember Boyer requested a discussion on finding for the Colony Connection.
J. Adjourn
And with no further business to discuss the meeting was adjourned at 6:57 p.m.
