March 20, 2012 Work Session
MINUTES OF WORK SESSION OF COUNCIL
HELD ON MARCH 20, 2012
The Work Session of the City Council of the City of The Colony, Texas, was called to order at 6:00
p.m. on the 20th day of March 2012, at City Hall, 6800 Main Street, The Colony, Texas, with the
following roll call:
Joe McCourry Mayor Present
Allen Harris Councilmember Present (6:15 p.m.)
Richard Boyer Mayor Pro-Tem Present
Jeff Connelly Councilmember Present
David Terre Councilmember Present
Perry Schrag Councilmember Present (6:11 p.m.)

And with four council members present a quorum was established and the following items were
addressed:
A. Call to Order
B. Discuss repair costs for damaged Ridgepointe screening wall on F.M. 423,
and status of the wall south of Ridgepointe Drive (Shallenburger) Brant
Shallenburger told the council that four panels of the screening wall at Main and
Ridgepointe Drive have been repaired at a cost of $2, 700. The wall south of
Ridgepointe has been determined to be located in a city easement and is
approximately 200' long. Options are to repair eight sections and replace one
section at a cost of $7,930, or to remove the wall at $3,500 and replace with 175' of
wood fence for $,3500, or, do nothing [since TxDOT will be removing it when the
road widening occurs in 24-28 months.] Council discussed the options, and asked
Brant to discuss the matter with the owner of the adjacent property [who has been
using this brick wall cis a fence on the east side of his property.]
C. Discuss motorcycle safety awareness signage and proposed locations
(Shallenburger)
Brant reviewed the proposed locations, for these signs. Mayor McCourry pointed out
that there are none planned.for Memorial Drive and asked if more signs would be
provided in the fitture. He suggested moving one f°om the intersection ofAlister on
Morningstar to the area south of S.H. 121. It was suggested that TxDOT be
contacted about possibly placing some on the access roads of S.H. 121.
D. Receive update and discuss wayfinding sign costs and proposed locations

Brant showed some examples of what the city's wayfinding signs will look like and
the proposed locations. It was suggested to hold offplacing any along F.M423 due
to expected toad construction.
E. Council to receive supplemental information from staff or answers to questions
regarding the March 20, 2012 regular agenda items as follows:
2.1 Consider approval of minutes of council meetings held March 6, 2012 [Terre; Marks
absent WS] (City Secretary)
2.2 Consider approving a resolution adopting the amended Investment Policy (Finance)
2.3 Consider approving a resolution adopting the amended Financial Management Policy
(Finance)
2.4 Consider approving a resolution authorizing the local purchase of auto parts through
a Cooperative Purchasing Agreement with Public Sourcing Solutions (Finance) Evan
Groeshel reviewed the purpose of the proposed purchasing agreement, adding there is no
cost to the city to participate in the cooperative purchasing program.
2.5 Consider approving an ordinance amending the municipal budget for fiscal year
2011-2012 to increase the Economic Development Corporation operating budget for a
vehicle purchase (Finance)
3.1 Conduct a public hearing, discuss and consider an ordinance approving a
development plan for Hawaiian Falls "360 Rush" ride, located on the east side of Paige
Road, 4400 Paige Road (Development Services, SP12-0001) Councilmember Connelly asked
who in the city has the authority to authorize construction activities [cementfooters for the
new slide] at the site prior to council approval. Mike Joyce advised that the applicant is
aware that if they start early [which they did to get the cement properly cured) and the
council does not approve, then they are running a risk. Councilmember Harris suggested
perhaps a form for signatures should be provided acknowledging and documenting that fact.
3.2 First reading, conduct a public hearing and discuss an amendment to Section 10-300,
entitled "Definitions and Explanations Applicable to Use Schedule," of Appendix A, Zoning,
of the Code of Ordinances; and consider the language and form of a proposed ordinance
regarding garage sale regulations within the city, to be added as Section IOD, entitled
"Garage Sales" of Appendix A, Zoning; and by amending subsection 6-263, entitled
"Definitions," by adding new definitions for "Individual Garage Sale", "Community Garage
Sale," and "Group Garage Sale" (Development Services, SI12-0001)
3.3 Conduct a public hearing, discuss, and consider proposed amendments to be included
for adoption in a future ordinance amending the Code of Ordinances, Article XI of Chapter 6
entitled "Signs", by revising subsection 6-261(d), entitled "Garage Sale Signs;" by adding
subsection 261(d)(1) and 261(d)(2) (Development Services, SBA11-0007)
F. Council to provide direction to staff regarding future agenda items.
Councilmember Connelly requested council discuss the ordinance that allows parking

vehicles on the grass in side and rear yards.
G. Adjourn
And with no further business to discuss the meeting was adjourned at 6:50 p.m.
