July 5, 2011 Work Session
MINUTES OF PRE-COUNCIL WORK SESSION
HELD ON JULY 5, 2011
The Work Session of the City Council of the City of The Colony, Texas, was called to order at 6:25
p.m. on the 5th day of July 2011, at City Hall, 6800 Main Street, The Colony, Texas, with the
following roll call:
Joe McCourry Mayor Present
Allen Harris Councilmember Present
Richard Boyer Mayor Pro-Tem Present
Jeff Connelly Councilmember Present
David Terre Councilmember Present
Perry Schrag Councilmember Present
Joel Marks Councilmember Present (arrived 6:25 p.m.)
And with six council members present a quorum was established and the following items were
addressed:
A. Call to Order
B. Discuss budget work session process and dates (Powell) City Manager Troy Powell
discussed with the council whether they prefer to hold a dedicated meeting to workshop the
budget or if they want to cover it during the regular pre-council work sessions. The general
consensus was to utilize the regularly scheduled work sessions and hold one special work
session later in the budget process if needed. Troy then provided a brief overview of the city's
current debt burden and operating costs.
C. Distribute Ipads to council and provide brief overview of project (Maker) ITManager
Bruce Maker issued Ipads to the city council members, walked them through the initial
setup, and reviewed how they are to access their email and city council agenda packets.
D. Council to receive supplemental information from staff or answers to questions
regarding the July 5t" regular agenda items as follows: No questions.
2.1 Consider approval of minutes of council meetings held June 21, 2011, (City
Secretary)
2.2 Consider approving council expenditures for May 2011 (Council)
2.3 Consider approving a resolution authorizing the city manager to execute easement
modification agreements with Oncor Electric Delivery, LLC amending existing easements to
reflect replacement of existing wood electric delivery poles with steel or concrete structures
(Miller)
3.1 Discuss and consider approving a resolution authorizing the city manager to execute
the First Amendment to the Denton County Interlocal Cooperation Agreement for the
widening and expansion of Plano Parkway (Engineering)

E. Council to provide direction to staff regarding future agenda items.
Connelly- asked about repairing the roadway at the intersection of Memorial Drive and
Blair Oaks.
Schrag- asked for the noise ordinance to be compared with Lewisville and Frisco and bring
that back for discussion. He also asked if there is a way to rank the "donotreply" email
blasts that Communications sends out so that those of higher importance can be recognized
separately from general information.
Harris- asked if the Inspections department can develop a way to let a resident know when
an inspection is done on permitted home improvement projects. He also asked about how
the city can push out more information regarding the Community Volunteer Program.
F. Adjourn
And with no further business to discuss the meeting was adjourned at 6:52 p.m.
