HomeMy WebLinkAbout12/21/2010 City Council-WS December 21, 20 10 Work Session MINUTES OF PRE-COUNCIL WORK SESSION HELD ON DECEMBER 21, 2010 The Work Session of the City Council of the City of The Colony, Texas, was called to order at 6:06 p.m. on the 21 st day of December 2010, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: Joe McCourry Mayor Present Allen Harris Councilmember Absent Richard Boyer Councilmember Present Jeff Connelly Mayor Pro-Tern Present Kirk Mikulec Councilmember Absent Perry Schrag Councilmember Present Joel Marks Councilmember Present (arrived 6:44 p.m.) And with four council members present a quorum was established and the following items were addressed: A. Call to Order B. Capital improvements update (Scruggs) City Engineer Gordon Scruggs reviewed the status ofNorth Colony construction, Memorial traffic signals, Main St. widening and related alleyways, Archer-Freeman Loop, Phase IV Residential Street reconstruction, and the Memorial/Spring Creek connector. C. Billboard discussion (Powell) City Manager Troy Powell presented an idea to the council about using a billboard north of the city to market our community to commuters along F.M. 423. Council was receptive to getting information on the costs. D. Austin Ranch development activity (Joyce/Powell) Troy Powell advised the council that developers at Austin Ranch are considering a multi-family/commercial development. He said that a fee comparison shows The Colony's fees for such a project are more than what the developer would pay in the surrounding communities and asked whether council would consider a variance. Discussion of the population that could be added followed due to the city's commitment to add afire station in the area depending on population density. Staff will research and provide more information to the council in the future. Council was receptive to considering a variance on the fees in order to promote this development. E. Teen Court (Johnston) Assistant City Manager Tony Johnston recently met with Judge Deanna Burnett, Judge James DePiazza, and County Commissioner Ron Marchant regarding adding a juvenile case manager position for the city. There are about ten cases per month therefore not enough for an added position. A current city staff person, Brant Shallenburger who has legal experience, could begin serving in this capacity. There would 1 December 21, 2010 Work Session be no additional fees charged through the court. Brant will work with Judge DePiazza to get the program started and should report back to council after one year as to the success of the program. F. Council to receive supplemental information from staff or answers to questions regarding the December 21St regular agenda items as follows: 2.1 Consider approval of minutes of council meetings held November 29 [Marks absent] and December 7, 2010 (City Secretary) 2.2 Consider approving a resolution adopting an amended Athletic Facility Usage/Rental Policy (Parks and Recreation) ,4 change to the verbiage on page 13, Section 4, #S will be made to read "two business days 2.3 Consider approving a resolution authorizing the city manager to execute a contract with the Texas State Library and Archives Commission for acceptance of a Loan Star Libraries Grant (Library) 2.4 Consider approving a resolution authorizing the city manager to execute a Construction Manager at Risk contract with Pogue Construction for the Public Services Building (Public Works) Public Director Tod Maurina told the council that a minor change in the text for the AIA document in section 12.2 will be made. A line will be added saying "Delete this section in its entirety. " 3.1 First reading, conduct a public hearing, and discuss an ordinance amending the Chapter 6 of the Code of Ordinances, Section 6-78 (Premises identification) to include verbiage from Section 18-1 (Street numbering of buildings) (SI10-0011, Community Image) 3.2 First reading, conduct a public hearing, and discuss an ordinance amending the Chapter 6 of the Code of Ordinances, by repealing Section 6-194 in its entirety and replacing it with a new Section 6-194 entitled "Duty to maintain property in a sanitary condition"; by amending Section 6-199 "Responsibility for maintenance" where duplicated subsections will be deleted and the verbiage combined (SI10-0010, Community Image) 3.3 Discuss and consider approving a resolution authorizing the city manager to execute a construction services contract with Oncor Electric Delivery for the installation of new street lights on North Colony Boulevard (Engineering) 3.4 Discuss and approve removing the oversight and scheduling of any city facilities for arts purposes from the Cultural Arts Board and designating this as a staff function under the city manager (Mayor) 2 December 21, 2010 Work Session 3.5 Discuss alternatives and provide direction to staff regarding changes to board terms (Council) G. Council to provide direction to staff regarding future agenda items. Councilmember Connelly asked for a follow-up from NTTA and/or TxDOT on the lane markings for Paige Road and Main Street at the S.H. 121 intersections. Gordon Scruggs will get information to the city manager next week. H.
