MINUTES OF SPECIAL SESSION OF COUNCIL
HELD ON APRIL 3, 2010
The Special Session of the City Council of the City of The Colony, Texas, was called to order at
8;02 a.m. on the 3rd day of April 2010, at THE FAIRFIELD INN & SUITES, CRESCENT ROOM,
5909 STONE CREEK DRIVE, The Colony, Texas, with the following roll call:
Joe McCourry Mayor Present
Allen Harris Councilmember Present
Richard Boyer Councilmember Present
Jeff Connelly Councilmember Present
Kirk Mikulec Mayor Pro-Tem Present
Perry Schrag Councilmember Present
Joel Marks Councilmember Present
And with seven council members present a quorum was established and the following items were
addressed:
1. Call to Order
2. The City Council shall convene into closed executive session pursuant to Section
551.074 of the Texas Government Code to interview candidates and deliberate the
appointment, employment, evaluation, reassignment, and duties of the city manager.
Council interviewed three candidates for the city manager position.
Reconvened to Open Session at 4:39 p.m.
3. Any action as a result of Executive Session regarding the interview, appointment,
employment, evaluation, reassignment, and duties of the city manager.
No action.
4. Work session to discuss status of 2009-2010 municipal budget and forecasts for the
2010-2011 municipal budget.
City Manager Tony Johnston told the council there are revenue shortfalls in Municipal
Court, Building Permits, sales taxes, and interest. He advised the council he has formulated
a plan to resolve the shortfall by eliminating some positions that are currently vacant and a
possible reduction in workforce in some departments. Tony then presented a possible
organizational chart revision and related financial proposal. Several members of council
expressed that changes to the organization chart be left to the new city manager.

And with no further business to discuss the meeting was adjourned at 5:08 p.m.
