August 27,2007 Work Session MINUTES OF WORK SESSION OF COUNCIL HELD ON AUGUST 27, 2007 The Work Session of the City Council of the City of The Colony, Texas, was called to order at 6: 12 p.m. on the 27th day of August 2007, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: John Dillard Allen Harris J olm Marshall Joe McCourry Kirk Mikulec Perry Schrag Joel Marks Mayor Councilmember Councilmember Councilmember Councilmember Mayor Pro-tern Councilmember Present Present Present Present Present Present (arrived 6:44) Absent And with five council members present a quorum was established and the following items were addressed: 1. Work Session to discuss the 2007-2008 Municipal Budget. Mayor Dillard called the meeting to order and announced at Councilmember Marks would not be present due to a family emergency. He then turned the meeting over to City Manager Dale Cheatham who presented some information in response to specific questions asked by council members as follows. 1) The annual debt service payment on the police and courts building remodel would be approximately $300,000 per year. 2) The average home value in The Colony is $145,000. 3) Frisco's (Collin County) average home value is $282,000. 4) The number of sidewalk repair requests by council district: (a) Place 3- 31 (b) Place 2- 72 (c) Place 3- 67 (d) Place 4- 72 5) Budget increases for Fleet Maintenance due to position upgrades/additions over the past couple of years. (Eubanks) 6) Lake Parks- there are two environmental assessments included for the Tribute and Hidden Cove Park that will be reimbursed to the city. Increased capital outlay is for the trail through Hidden Cove Park. (Nelson) 7) Engineering Inspections contractual services increase is due to development plan review. (Scruggs) Dale advised the council if they elect to cut the tax rate, he would recommend taking $100,000 out ofthe new personnel salaries since the positions could not all be filled October 1 st anyway. Some council members were in favor of reducing the tax rate while others were against it. It was decided to put this item on the September 4th regular agenda for discussion and a vote of council. Discussion on the facilities (police/courts, public services, and Austin Ranch fire station) followed. The consensus among council members was to move forward with architectural plans for police/courts building and start those renovations first. Timeline for the other two buildings will be decided at a later time. Councilmember Marshall suggested changing the effective date of new Parks & Recreation fees to October 1 st rather than February 2008. Dale asked council members to email specifics on what they would like to vote on, up or down, at the September 4th city council meeting.
