'~i March 7, 2007 Special Session MINUTES OF SPECIAL SESSION OF COUNCIL HELD ON MARCH 7, 2007 The Regular Session ofthe City Council ofthe City of The Colony, Texas, was called to order at 7:03 p.m. on the 7th day of March, 2007, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: John Dillard Allen Harris John Marshall Joe McCourry Kirk Mikulec Perry Schrag Joel Marks Mayor Councilmember Councilmember Councilmember Councilmember Mayor Pro-tern Councilmember Present Present Present Present Absent (Arrived 7:06 p.rn.) Absent Present And with six council members present a quorum was established and the following item was addressed: 1. Discuss and consider giving staff direction regarding the backflow program as it relates to residential devices, inspections and testing, fees, and the meter replacement program. Dale Cheatham, City Manager, presented information to council regarding residential backflow testing. Robert Kinkel and David Jackson with Freese and Nichols, Inc. were also present to discuss backflow issues and answer questions. The Mayor asked the council if they should accept citizen input during this session and they agreed they would. Charlie Dodds, 5001 Roberts Drive, spoke in opposition of annual residential inspections. Donna Bateman, Development Services Director, stated she was concerned about possible liability issues for the city if the current ordinance is not enforced. Tod Maurina, Water Distribution Superintendent, gave a brief description of the city's current water testing program. After considerable discussion, the following direction was given to staff: · Develop a program that will educate residents on backflow related issues · Research purchasing vacuum breaker devices to distribute to residents at no cost or a reduced price · Modify the existing ordinance to no longer require annual testing for backflow devices on residential irrigation systems .,~4b l.I J.
