MINUTES OF WORK SESSION OF COUNCIL
HELD ON AUGUST 14,2006
The Work Session of the City Council ofthe City of The Colony, Texas, was called to order at
6: 15 p.m. on the 14th day of August 2006, at City Hall, 6800 Main Street, The Colony, Texas,
with the following roll call:

And with seven council members present a quorum was established and the following items were
addressed:
1.
Work Session to discuss the 2006-2007 Municipal Budget
City Manager Dale Cheatham reviewed the proposed budget for 2006-2007. The
base budget proposal would reduce the ad valorem tax rate from 72 cents per $100 valuation
to 71.9 cents. The tax base increased by 5.59 percent according to the Denton Central
Appraisal District. Dale reviewed the highlights ofthe revenues and significant expenditures
for the General and Utility funds, as well as some one-time expenditures. He advised council
members that Dallas Water Utilities is increasing the volume rate and demand charges for
water we purchase. In order to cover the increase and fund all the items in the proposed
budget, a utility rate increase of 16 percent is proposed.
Capital expenditures, debt service, and special funds were reviewed. Additionally,
the city manager is requesting the council consider funding the architectural design for a new
public s~rvices building in 2006-2007 with a future plan to build in 2007-2008. The facility
would house several city operations. Some new personnel positions are included in the
proposal, as well as a 4 percent cost ofliving adjustment for all employees and an additional
floating holiday for the 2007 calendar year.
Councilmember Mikulec requested Library Director Joan Sveinsson give a summary
of programs and funding. He suggested the city place a computer kiosk in the library for
tourism purposes. Council discussed several specific aspects ofthe budget including security
at the utility facilities, Seniors' fees at the Community Center, and increasing ambulance
subscription rates for new subscribers. Councilmember Schrag asked for Dale to evaluate
whether the city should employ a city attorney, rather than contracting this service out.

Councilmember Harris requested that the proposed backhoe purchase be re-evaluated.
And with no further business to discuss the meeting was adjourned at 8: 15 p.m.
