HomeMy WebLinkAbout04/03/2006 City Council-SS I I I April 3, 2006 Work Session MINUTES OF WORK SESSION OF COUNCIL HELD ON APRIL 3, 2006 The Work Session of the City Council of the City of The Colony, Texas, was called to order at 6:10 p.m. on the 3rd day of April 2006, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: John Dillard Allen Harris Scott Ward Joe McCourry Kirk Mikulec Perry Schrag Joel Marks Mayor Councilmember Councilmember Mayor Pro-tern Councilmember Councilmember Councilmember Present Present Present Present Present (Arrived 6: 12 p.m.) Present (Arrived 6:17 p.m.) Present (Arrived 7:00 p.m. And with four ~uncil members present a quorum was established and the following items were addressed: 1. Receive report and give direction to Spring Brook Planning Group regarding amendments to the Comprehensive Plan Spring Brook Planning Group consultant Larry Reichhart reviewed with the Council the different aspects of the Comprehensive Plan. He noted it will be a flexible plan and that it will be finished by the end of the year. Various department directors were interviewed today and at this work session, the consultants are asking for input from the Council regarding municipal services, quality of life issues, tax base, image, future challenges, and quality of development. Mayor Dillard stated he is concerned with the widening ofF.M. 423 and the north end ofthe city. Councilmember McCourry said he would like to know how the city might be affected if F.M. 423 is a six-lane or eight-lane road, particularly since the population projections are quite varied. Councilmember Harris said one of his concerns is the city identity. He'd like to see "City by the Lake" used cohesively. Also, a concern is some older shopping center areas that may need to be rezoned, as well as how to appropriately zone along S.H. 121 and F.M. 423. (Mayor Dillard mentioned shopping at Paige and South Colony.) Consultant Dave Hill stepped to the microphone and said they received a lot of input from directors today regarding the city's appearance. Councilmember Harris added that he would like to see existing and new development held to a higher standard in regard to aesthetics. Additionally, he is concerned with the tax base and job growth. He would like to see more local corporate offices along S.H. 121. Along with these things, he would like for the city to keep up with technology and use efficiency in its planning. 1 April 3, 2006 Work Session Councilrnember Schrag said he realizes the city has a long way to go bnt would like the city' s I facilities maintained to a higher standard as well. In regard to a time line for the comprehensive plan, Councilmember Mikulec said a timeframe of five to ten years is realistic for planning. As a final comment, Mayor Dillard said he would like for the consultants to attend a council and staff retreat (which is planned following the city's election) to help clarify the city's goals and objectives.
