HomeMy WebLinkAbout08/08/2005 City Council-WS August 8, 2005 Budget Work Session I MINUTES OF WORK SESSION OF COUNCIL HELD ON AUGUST 8, 2005 The Work Session of the City Council of the City of The Colony, Texas, was called to order at 6:32 p.m. on the 8th day of August 2005, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: John Dillard Mayor Present Allen Harris Councilmember Present Scott Ward Councilmember Present Joe McCourry Mayor Pro-tern Present Kirk Mikulec Councilmember Present Perry Schrag Councilmember Present Joel Marks Councilmember Present (arrived 6:50 p.m.) And with six council members present a quorum was established and the following items were addressed: 1. Work session to discuss preliminary municipal budget for 2005-2006 I Mayor Dillard called the meeting to order and thanked the staff for their attendance. He then turned the meeting over to City Manager Dale Cheatham. Dale told the council that several position cuts made earlier in the year are incorporated into the preliminary budget. He added that there are some proposed new fees that could be adopted when the budget is adopted. Dale also said that the proposed budget keeps the ad valorem tax rate at 72 cents per $100 of assessed valuation. Below is a summary of some of the changes or actions discussed: - Tell the County we will plan to filter public access computers. -Ask the Municipal Court Judge to increase some fine amounts. -Increase public safety cost ofliving adjustment from 5.5 percent to 6.5 percent. Some on the Council would like to go to 7 percent rather than 6.5 percent. -Increase COLA for other employees from 3 percent to 4 percent. -Increase the Fire overtime budget by $25k for live fire training and plan to take out of GF fund balance. -Explore feasibility of a citywide card and fee structure for different city facilities such as recreation center, senior center, and Lake Parks. -Hold work sessions with EDC and CDC to encourage them to identify items they can legally pay for to provide financial relief to the City. - Perhaps delay hiring 3rd ACO; We will not plan to contract with another city at this time. I 1 August 8, 2005 Budget Work Session Several council members stated they are not in favor of having an election at this time for reallocation of 4A14B tax money. Mayor Dillard asked council to review Attachment B for other possibilities and then submit any suggestions to the city manager by email.
