I MINUTES OF WORK SESSION OF COUNCIL
HELD ON
FEBRUARY 7, 2005
The Work Session of the City Council of the City of The Colony, Texas, was called to
order at 6:00 p.m. on the 7th day of February 2005, at City Hall, 6800 Main Street, The
Colony, Texas, with the following roll call:
John Dillard Mayor Present
Allen Harris Councilmember Present (arrived 6:07)
Scott Ward Councilmember Present
Joe McCourry Mayor Pro-tem Present
Lynda Bayliss Councilmember Present
Perry Schrag Councilmember Present
Joel Marks Councilmember Present
And with six council members present a quorum was established and the following items
were addressed:
1. Work session for Council and staff to interview two Construction
I Management At Risk firms for consideration of overseeing the Civic Center
building project
Parks and Recreation Director Pam Nelson introduced Marc Robertson from Core
Construction who gave a presentation on his company's proposal for managing
the Civic Center project. Also in attendance were Tayseer Hourani and Keith
Roeschley from Core Construction. Hourani gave a presentation on how the
project schedule would be followed. Marc Robertson explained to the council
what management at risk was and how it would be beneficial to the Civic Center
project. Robertson also explained how Core's fees are structured and how sub
contractors are selected for the project. The council expressed concerns on
safety, performance bonds, and change orders. Robertson stated that safety is a
primary concern for Core Construction, they were able to obtain the required
performance bonds, and change orders would only happen if the city changed the
building requirements.
Parks and Recreation Director Pam Nelson introduced Jay Hedges of AUI
Contractors who gave a presentation on his company's proposal for managing the
Civic Center project. Also in attendance from AUI was Tony Rader. Jay
Hedges gave an overview of AUI Contractors and why his company should be
considered for the proj ect. Hedges gave the council a corrected estimate for the
I project and explained why the original estimate had a mistake in the numbers.

Rader told the council that safety was extremely important to AUI and that there
would be no problems getting bonded for the project.
Council had brief discussion on both the companies. Council member Harris
stated he had contacted several references for AUI and had very good reviews.
Parks and Recreation Director Pam Nelson gave the council members a document
(Exhibit A) containing a comparison of prices proposed by AUI and Core. This
breakdown includes a cost correction presented by AUI during their presentation.
And with no further business to discuss the meeting was adjourned at 7:05 p.m.
