I MINUTES OF SPECIAL SESSION OF COUNCIL
HELD ON
JANUARY 18, 2005
The Special Session ofthe City Council, Community Development Corporation (CDC), and Cultural
Arts Board of the City of The Colony, Texas, was called to order at 6:35 p.m. on the 18th day of
January, 2005, at City Hall, 6800 Main St., The Colony, Texas, with the following roll call:

and with a quorum established by each membership, the following was discussed:
Council will meet with the Community Development Corporation Board of Directors, the
Cultural Arts Board, members ofthe Civic Building Committee and city staff regarding plans,
I location and funding of the civic center building project and provide direction to staff.

Mayor Dillard called the meeting to order and Dale Cheatham, City Manager, gave an overview of
the project and past discussion. The current proposal is to relocate the site of a proposed Civic
Centre from North Colony Blvd. to the 5 Star complex with CDC assisting with the funding. Mr.
Cheatham explained that the City has a possible $1 million in bond funds available, CDC has
committed to $80,000 for furniture and an additional $500,000 ifthe site is relocated. CDC has also
agreed to an additional $150,000 dependant on the Cultural Arts Board matching the amount with
their donation of $150,000. Art Phelps, architect, distributed a revised building plan layout which
met with approval. Mr. Phelps explained that space would be limited if the site remained on North
Colony Blvd. with no possible expansion. The cost of the new site at 5 Star would increase since
foundation preparation and utilities would have to be established. The building at 5 Star, 8,000-
10,000 square feet initially, would be of higher quality in keeping with its surroundings and could be
expanded an additional 37,000 square feet. Mr. Phelps added that there would be a considerably
larger parking area at 5 Star. Other points made were that North Colony Blvd. would be unable to
handle the additional traffic created and the 5 Star site would be more accessible to traffic with a
higher visibility and could in effect create an "entertainment district", It was determined that the
building would be multi-purpose with an emphasis on the Arts. Mayor Dillard added that a
construction management team would be selected after Council interviews two or three firms. There
was some concern noted regarding funding maintenance and operation of the new facility. Mr.
Cheatham explained that there would be adequate "seed" money from the General Fund for the first
year. Hopefully enough revenue will be created to repay the General Fund. The Civic Building
Committee consists of members from staff, Council, CDC and the Chamber of Commerce. It was
decided to add two members from the Cultural Arts Board to the committee to represent needs
designated for the Arts. Mr. Cheatham posed the question to the Cultural Arts Board as to when the
matching funds of$150,000 could be raised. Christi Martin projected funds would be available in
approximately one year. The decision was made to move forward with the building based on current
funding. The additional funding raised will be used for amenities and improvements.
With no further discussion, the meeting was adjourned at 8:20 p.m.
