HomeMy WebLinkAboutResolution No. 95-29 ORIGI 4AL RESOLUTION NO. ~5-¢'~<~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS SUPPORTING THE USE OF ALTERNATIVE FUELS IN CITY VEHICLES AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO PURSUE FUNDING THROUGH THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS TO CONTINUE AND EXPAND EXISTING CITY PROGRAMS REGARDING SUCH USE OF ALTERNATIVE FUELS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the attainment of National Ambient Air Quality Standards for ozone and carbon monoxide, as mandated by the Clean Air Act, is an issue that must be addressed by many communities; and WHEREAS, 101 metropolitan areas, including the Dallas/Fort Worth Statistical Area, violate federal air quality standards; and WHEREAS, the Dallas/Fort Worth Statistical Area has been designated Tier I, the highest priority by the Federal Fleet Conversion Task Force, and the City of The Colony is located in the Dallas/Fort Worth Statistical Area; and WHEREAS, the City of The Colony is committed to creating a cleaner, safer environment for its citizens; and WHEREAS, since the source for almost fifty percent of carbon monoxide comes from cars and trucks, it has been suggested the use of alternate fuels such as compressed natural gas and propane are useful in reducing ozone and carbon monoxide; and WHEREAS, the federal government has established the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 which provides program funding through the North Central Texas Council of Governments (NCTCOG) to municipalities in non- attainment areas; and WHEREAS, NCTCOG invites proposals from municipalities for ISTEA grants, which funding would allow the City to continue and expand its alternate fuel vehicle program; and WHEREAS, results from this program would be beneficial to the citizens of The Colony, the Dallas/Fort Worth Statistical Area, and the State of Texas; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS, THAT: Section I. The City Council of the City of The Colony reaffirms its commitment to creating a cleaner, safer environment for its citizens, and therefore, authorizes and directs Res. No. Alternativ~ Fuels the City Manager of his designee to pursue funding through NCTCOG and ISTEA to continue and/or expand existing city alternate fuel vehicle programs. Section II. The City Manager or his designee is hereby authorized if requested to report results of the city's alternate fuel vehicle program to any agency, district or political subdivision of the State and the federal government.
