I MINUTES OF WORK SESSION OF COUNCIL
HELD ON
OCOTBER 25, 2004
The Special Work Session of the City Council of the City of The Colony, Texas, was
called to order at 6:34 p.m. on the 25th day of October 2004, at City Hall, 6800 Main
Street, The Colony, Texas, with the following roll call:
John Dillard Mayor Present
Allen Harris Councilmember Present
Scott Ward Councilmember Present
Joe McCourry Mayor Pro-tern Present
Lynda Bayliss Councilmember Present
Perry Schrag Councilmember Present
Joel Marks Councilmember Present (6:50)
And with six council members present a quorum was established and the following items
were addressed:
1. Work session to discuss land Use Assumptions, roadway Capital
I Improvement Plan, and Impact Fees
Planning Director Harry Persaud opened the meeting with a brief review of the
two new service areas (4 and 6) being considered for impact fee revisions. He
advised that a public hearing will be held on November 15th and on December 6th
an ordinance will be presented for council consideration.
Brad Tribble and Aaron Nathan with Kimley-Hom and Associates presented the
results of a study done on impact fees done for The Colony. They also reviewed
the service areas and explained the formulas and factors involved in calculating
impact fees, stating the maximum fees that could be charged. They presented
council with comparison charts of area cities and the ranges charged for
residential, industrial and retail.
It was the general consensus among council members that the city should
encourage industrial and commercial development by having lower impact fees,
and single family and multi-family development should be higher (than at
present).
