HomeMy WebLinkAbout07/19/2004 City Council 008027 July 19,2004 MINUTES OF REGULAR SESSION OF COUNCIL I HELD ON JULY 19, 2004 The Regular Session of the City Council of the City of The Colony, Texas, was called to order at 7:00 p.m. on the 19th day of July 2004, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: John Dillard Mayor Present Allen Harris Councilmember Present Scott Ward Councilmember Present Joe McCourry Mayor Pro-tern Absent (business) Lynda Bayliss Councilmember Present Perry Schrag Councilmember Present Joel Marks Councilmember Present And with six present a quorum was established and the following items were addressed: ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS: Call to Order Invocation - Harry Persaud I Pledge of Allegiance to the United States Flag Salute to the Texas Flag Proclamations Citizen Input Don Brody addressed the council regarding an increase in tax exemption for senior citizens from $10,000.00 to $30,000.00. He referenced an article from the Dallas Morning News dated June 25, 2004 on what some other cities have done. Raul Villarreal, who council appointed to the Denton County Transportation Authority, gave council a report on the activities of the DCT A. Mayor Dillard advised that even though The Colony doesn't participate in the collection of tax money for this project, the city does have a seat on the committee. Announcement of upcoming civic events and activities 1_ none 12.0 I CONSENT AGENDA I 2.1 Consider approval of minutes of council meeting held July 12, 2001 (Wilson) 2.2 Consider approval of council expenditures for the month of June (Council) I 1 These items are strictly public service announcements. No action will be taken and no direction will be given regarding these items. 1 008028 July 19, 2004 Motion to approve the above consent agenda items- Harris; seconded by Ward; motion passed with all ayes. 13.0 I REGULAR AGENDA ITEMS I 3.1 Discuss and consider approval of a resolution authorizing the transfer of ownership of Stew arts Peninsula Golf Course to Verdi LLC (Nelson) Community Services Director Pam Nelson briefed the Council on this item and introduced Rusty Nichols who explained that he would like to relinquish his ground lease for Stewart Peninsula Golf Course and introduced Brandon Clough, who along with his partner and his wife, would be taking over the golf course as owner/operator. He asked the council to approve the assignment of the lease, as provided for in the lease agreement. The terms of the lease will not change. Motion to approve- Schrag; seconded by Bayliss; motion passed with all ayes. Meeting recessed at 7:30 p.m. in order to set up tables for the work session. 14.0 1 WORK SESSION 4.1 Council shall meet in conjunction with the Code Enforcement Advisory Committee to discuss various issues and possible revisions to the Code of Ordinances Ch. 6. Article II. Signs, and provide direction to staff (Persaud) Citizen Todd Dundas addressed the council regarding his ability to have an -- individual walking along Hwy. 423 advertising his restaurant. Present for this discussion were members of the Council, members of the Code Enforcement Advisory Committee, City Manager Dale Cheatham, and City Attorney Bob Hager. Director of Development Services Harry Persaud brought forth various issues of the sign ordinance, asking direction from Council regarding each one. Considerable discussion followed regarding political signs, open house signs, garage sale signs, banners, temporary off-premise signs, and special event signs. Harry will work with Bob Hager to prepare ordinance revisions within the parameters set forth. 4.2 Discuss and provide direction to the Code Enforcement Advisory Committee regarding future code enforcement issues and programs (Persaud) Bill Longo, chair of the CEAC, asked the Council whether the committee should go forward with efforts to establish a rental property inspection regulations, stating there are problems arising from property owners not making repairs. The intent would be to require the rental properties be inspected prior to new tenants moving in. The Mayor asked for the committee to look at the ordinance Farmers Branch has in place. He also advised to proceed in this direction for single family and duplex rentals, not multi-family.
