HomeMy WebLinkAbout05/10/2004 City CouncilMay 10, 2004 Special Session MINUTES OF SPECIAL SESSION OF COUNCIL HELD ON MAY 10~ 2004 The Special Session of the City Council of the City of The Colony, Texas, was called to order at 6:12 p.m. on the 10th day of May 2004, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: John Dillard Mayor Present Allen Harris Councilmember Present Scott Ward Councilmember Present Joe McCourry Mayor Pro-tem Present Lynda Bayliss Councilmember Present Perry Schrag Councilmember Present Joel Marks Councilmember Absent Also in attendance were: Dale Cheatham, Tony Johnston, Gordon Scruggs, and Rebecca Koo. And with six council members present a quorum was established and the following items were addressed: 1. Discuss and consider possible action concerning various capital projects, operating issues, and funding strategies. City Manager Dale Cheatham gave a brief overview of the purpose for the meeting then turned the presentation over to City Engineer Gordon Scruggs. Gordon reviewed with council the capital utility projects planned for the upcoming years through 2006-2007, as presented in the council packet material. Mr. Cheatham reviewed the projections for revenues and expenditures, and explained two possible scenarios for future water and sewer rate increases to cover the expenses of the capital projects. He added that Scenario 2 seemed to be the better of the two, minimizing the impact on rates. Finance Director Rebecca Koo provided council with examples of the monetary effect of rate increases on utility customers. Mr. Cheatham also reviewed with council other capital projects (fire services and streets) that will have an impact on next year's budget. Mr. Cheatham asked for direction from the council on whether to move forward on the capital utility projects, and if so, asked if the timeline presented was okay. No objections were voiced. Mr. Cheatham advised council that an ordinance passed on any rate increases could be written to include future years' rate changes, but would not limit future councils from lowering the amount of increase if appropriate. Mr. Cheatham added that the city newsletter could be used to provide information to the residents explaining the necessity of the rate increases.
