MINUTES OF SPECIAL SESSION OF COUNCIL
HELD ON
APRIL 26, 2004
The Special Work Session of the City Council of the City of The Colony, Texas, was called to order
at 6:35 p.m. on the 26th day of April 2004, at City Hall, 6800 Main Street, The Colony, Texas, with
the following roll call:

Also present were Civic Building Committee members Pam Nelson, Rob Bauman of the Chamber of
Commerce and Susan King, City Manager Dale Cheatham, Assistant City Manager Tony Johnston,
architect Art Phelps.
*Allen Hams participated in the meeting via speaker phone.
And with four council members present a quorum was established and the following items were
addressed:
1. Presentation of proposed Civic Building plan by the Civic Center Committee and
discussion by council of any desired action.
Mayor Pro-tem Joe McCourry called the Work Session to order at 6:35 p.m. He gave a brief
history of the committee and the locations of other civic centers they visited. Pam Nelson explained
to council this presentation covers the first phase of developing a convention center and that it will
be located near Hawaiian Falls Water Park in Five Star East. Architect Art Phelps explained the
concept plans and advised council this first phase consists of a building approximately 8,000 square
feet in size and future phases will include an additional 37,000 square feet. He explained the theater
should seat 150-200 people depending on the type seating used. Further discussion among those
present included the ceiling height, parking lot, stage area, the expense of utilities, and uses of the
building. Some suggestions for the final plans were made.
2. Any action necessary as a result of Civic Building presentation.
City Manager Dale Cheatham reviewed funding available for the building. Mr. Cheatham
added that he would address possible additional funding through the Economic Development
Corporation (4A) and the Community Development Corporation (4B). He asked for direction from

the council whether to move forward with the project. All council members present expressed that
they recognized the need for this type of a facility. Mr. Cheatham advised council the first step in the
process would be to bring an agenda item to the council awarding an architectural contract for the
project. He asked Mayor Dillard who should be responsible for giving direction to the architect
regarding this project and stated this needs to be addressed when an architectural contract is awarded.
Art Phelps advised that the design will take 4-6 months and building construction an
additional 8-12 months. Mr. Cheatham advised that Phase I/has no timeline and would not be an
option in the foreseeable future due to other projects the city is facing.
And with no further business to address the meeting was adjourned at 8:05 p.m.
