MINUTES OF SPECIAL SESSION OF COUNCIL
HELD ON
JANUARY 12, 2004
The Special Work Session of the City Council of the City of The Colony, Texas, was called to order
at 6:35 p.m. on the 12th day of January 2004, at City Hall, 6800 Main Street, The Colony, Texas,
with the following roll call:
John Dillard Mayor Present
Allen Harris Councilmember Present
Scott Ward Councilmember Present
Joe McCourry Councilmember Present
Lynda Bayliss Councilmember Present
Perry Schrag Councilmember Present
Joel Marks Councilmember Present
And with seven present a quomm was established and the following items were addressed:
1. Discuss marketing, advertising and related issues for the City and take action deemed
appropriate by the Council. May include representatives from GroupBaronet and city
staff.
Pam Nelson, Parks Director, introduced Willie Baronet of GroupBaronet and gave an
overview of the program being presented. Mr. Baronet introduced his staff who then
presented city staff and council with the results of a survey they conducted regarding The
Colony, its assets and negative attributes. A hard copy of the slide presentation was supplied
to all in attendance, which consisted also of their summation of the survey as well as some
suggestions and recommendations.
Highlights of discussion among council included the need for all city departments to use the
same logo to present a uniform impression, and also to establish a vision and direction for the
city in its marketing. It was noted that over the course of the next several years there will be
major highway construction that will present a challenge regarding promoting the city. A
suggestion was made to contact the Chamber of Commerce to help fund the project.
GroupBaronet staff indicated to council they can work with the city in conjunction with
whatever budget is available for promotions. They also explained that the few examples of
logos and tag lines presented were just that, and if contracted by the city for revisions of this
type then a much more comprehensive presentation would be prepared.
To re-cap, Pam Nelson advised council that the overall goal of this project was to find ways
to promote this area (The Colony) for tourism, bringing in outside dollars to our economy

and not to try and replace the Economic Development Corporation in their objective of --
drawing businesses to the city.
It was the consensus among council to direct staff to proceed with researching funding for
contracting with GroupBaronet to create a marketing plan, logo revisions, and an updated tag
line.
With no further business to address the meeting was adjourned at 8:12 p.m.
