CITY OF THE COLONY
DENTON COUNTY, TEXAS
NOVEMBER 27, 2000
The SPECIAL SESSION of the City Council of the City of The Colony, Texas, was called to order at
7:05 p.m. on the 27th day of November 2000, at City Hall with the following roll call:
William W. Manning, Mayor Present
John Gordon, Councilmember Present
Lewis Jue, Councilmember Present
David Stanwick, Councilmember Present
Al Garcia, Councilmember Absent (Illness)
John Dillard, Councilmember Present
Dave Kovatch, Councilmember Present
and with five present, a quorum was established and the following items were discussed:
Following calling the meeting to order, Mayor Manning announced that the interviews of the firms
would be conducted in the conference room to allow some privacy for the persons being interviewed.
He advised this is a public meeting, the doors will be left open and anyone wishing, to could sit in
on the interviews. He respectfully asked that the firm not being interviewed wait in the council
chambers until they were called in.
1.1 WORK SESSION: Council will interview the following consulting firms:
David K. Wasson Management Consulting
The Oldani Group - This firm did not show for the meeting.
The Waters Consulting Group, Inc.
Mayor Manning asked David K. Wasson Management Consulting representatives to give a
brief background of their firm and a brief outline of their proposal. Mr. David Wasson gave the
history of the company and the personal work history of he and Mr. Terry Hatcher, his associate. Mr.
Wasson then gave an overview of the proposal. Following that Mr. Wasson and Mr. Hatcher
responded to questions by the council. Mr. Wasson and Mr. Hatcher then excused themselves while
the other firm was interviewed.
Mayor Manning asked The Waters Consulting Group representative to give a brief
background of their firm and a brief outline of their proposal. Mr. Hartung gave the history of the
company and his personal work history. Mr. Hartung then gave an overview of the proposal.
Following that Mr. Hartung responded to questions by the council. Mr. Wasson and Mr. Hatcher
then excused themselves while the other firm.
The Council then went back into the council chambers for discussion. Councilmember
Dillard stated that the council would need to decide how detailed a process they wanted.
Councilmember Kovatch said he believed a detailed evaluation of candidates up front would benefit
the city in the end and that it would be worth paying extra for that.
1.2 Consideration of authorizing staff to enter into negotiations with consulting firm for

recruiting a new city manager
Mayor Manning asked the City Secretary to poll the council regarding the firm with which
they wished to enter into a contract. Each Councilmember stated they preferred David K. Wasson.
Motion to authorize staff to negotiate a contract with David K. Wasson Management
Consulting for recruiting a new city manager - Kovatch; second - Dillard carded with all ayes.
With no further business to attend, Mayor Manning adjourned the meeting at 8:41 p.m.
