MINUTES OF THE SPECIAL SESSION OF COUNCIL
HELD ON
NOVEMBER 13, 2000
The SPECIAL SESSION of the City Council of the City of The Colony, Texas, was called to order at
7:15 p.m. on the 13th day of November, 2000, at City Hall with the following roll call:
William W. Manning, Mayor Present
John Gordon, Councilmember Present
Lewis Jue, Councilmember Present
David Stanwick, Councilmember Present
A1 Garcia, Councilmember Present
John Dillard, Councilmember Present
Dave Kovatch, Councilmember Present
and with seven present a quorum was established and the following items were addressed:
7:15 p.m.
2.0 EXECUTIVE SESSION as authorized by Section 551.074 of the Government Code regarding
personnel, to-wit:
A. Interview for board appointments
8:30 p.m.
2.1 Consideration of board appointments
Motion to reappoint ali board members whose terms are expiring except 4~1 Board- Stanwick;
second - Gordon, carried with ali ayes.
Motion to appoint Sonia Hiliiard to Special Events Board- Dillard; second- Garcia, carried with
ali ayes.
David Stanwick nominated Joe McCourry for vacancy on the Planning & Zoning Commission. John Dillard
nominated Bill Harrison. Vote taken as follows:
For Joe McCourry - Stanwick, Kovatch
For Bill Harrison - Gordon, Jue, Garcia, Dillard, Manning
3.0 Consideration of recommendation from staff regarding city manager search consultants
Patti Hicks, Interim City Manager, explained how staff had ranked potential consultants. She
suggested Council consider only interviewing top 2 firms as selected by staff. Ms. Hicks added that the time
frame suggested was 90 - 120 days and the costs proposed are realistic. Councilman Kovatch said he would
prefer interviewing the top 3 firms. CouncilmanStanwick was concerned about a non-Texas based firm doing
the search. Margaret Burkett, Human Resources Director, responded that all firms would look nationally. She
added that The Oldani Group specializes in municipal recruitment. Consensus of council was that staff
perform preliminary interview and Council will interview as a follow-up.
