MINUTES OF THE SPECIAL SESSION OF COUNCIL
HELD ON
OCTOBER 23, 2000
The SPECIAL SESSION of the City Council of the City of The Colony, Texas was called to order at 7:02
p.m. on the 23rd day of October, 2000, at City Hall, with the following council roll call:
William W. Manning, Mayor Present
John Gordon, Councilmember Present
Lewis Jue, Councilmember Present
David Stanwick, Councilmember Present
Al Garcia, Councilmember Present
John Dillard, Councilmember Present
Dave Kovatch, Councilmember Present
and with seven present, a quorum was established and the following items were addressed:
7:04 p.m.
1.0 EXECUTIVE SESSION as authorized by Section 551.074 of the Government Code regarding
personnel, to-wit:
A. Evaluation of the City Secretary
B. Compensation for the Interim City Manager
7:50 p.m. Reconvene
1.2 Consideration of any appropriate action to be taken as a result of the Executive Session
Motion to increase the salary of the City Secretary to $$,300/month - Gordon; second- Jue,
carried with all ayes.
Motion to increase the salary of the Interim City Manager to $6,9$3/month - Dillard; second-
Stanwiclc, carried with all ayes.
1.1 Discussion of method for conducting the search for a new city manager and consideration of
any appropriate action to be taken relating to that matter
Patti Hicks, Interim City Manager, suggested that an employment ad be placed in municipal
publications such as ICMA, TCMA, Texas Town & City and possibly the Dallas Morning News.
Councilman Dillard commented that he would like to see proposals for consultants. Councilman Stanwick
added that a professional consultant could conduct background checks and pre-qualification while we
could do our own advertising. He also suggested a list of criteria be established and let the consultants pre-
screen applicants. Mayor Manning commented that he would like to see the job qualifications changed
from experience as a Ci6y Manager to experience as an executive leader in city administration to allow for
a strong applicant currently serving as an Assistant City Manager who wants to move forward with their
career. Councilman Kovatch suggested a work session on November 13 to receive proposals. Mayor
Manning directed staff to reword the employment ad to stress the need for someone community oriented

and maybe not currently working in a municipal position. Discussion followed regarding the deadline to
receive resumes until December 31, 2000. Mayor Manning added that it would be ideal to hire someone
by the end of February.
With no further business to address, Mayor Manning adjourned the meeting at 8: ! 5 p.m. APPROVED: /,)
