HomeMy WebLinkAbout04/10/2000 City Council 007,340 MINUTES OF THE SPECIAL SESSION OF COUNCIL HELD ON APRIL 10, 2000 The Special Session of the City Council of the City of The Colony, Texas, was called to order at 7:02 p.m. on the l0th day of April, 2000, at City Hall, with the following council roll call: William W. Manning, Mayor Absent (Personal) John Gordon, Councilmember Present Lewis Jue, Councilmember Present David Stanwick, Councilmember Present Al Garcia, Councilmember Present John Dillard, Councilmember Absent (Business) Jeff Meyers, Councilmember Present and with five present a quorum was established and the following items were discussed: ITEM DESCRIPTION SOURCE STATUS 1.1 Work Session to discuss a development plan for an Office Persaud Warehouse Facility to be located north of SH 121, east of Morningstar Drive, south of Memorial Drive and west of the Burlington Northern Railroad Harry Persaud, Planning Director, read over the list of items agreed upon with the developer, First Industrial. Mr. John Polster, ITS, provided the council with a letter from George Purifoy, City Manager of the City of Frisco, explaining that Frisco did indeed intend to finish oul Memorial Drive from the railroad tracks to SH ! 21. Brian Grant, First Industrial, explained some of the amenities that would be provided for the development including a bronze sculpture of a cougar. He proposed that the north/south street through the development be extended to Memorial Drive once Memorial Drive is extended to SH 121. Resident representatives, KenDobbs, 5730 Woodmoss, Joe McCourry, 5769 Bedford Ln., and Sean Montgomery, 5784 Bedford Ln., all voiced concerns over trucks being allowed on Memorial Drive. The residents of the Legends subdivision had met previously and were in agreement with First Industrial on various issues, however, the proposal to open the north/south street was not an option with the residents. Other issues posed by the residents was the option of rail service in the future. Brian Grant assured the residents that no rail service was intended. Ken Dobbs suggested agreeing on a specific number of years before rail would ever be addressed. JoeMcCurry suggested reducing the lighting power after 11:00 p.m. 1.2 Consideration of approval of a development plan for an Persaud Office Warehouse Facility to be located north of SH 121 east of Morningstar Drive, south of Memorial Drive and of the Burlington Northern Railroad Deputy Mayor Pro-Tem Stanwick opened the meeting to citizen input. Brent Meissner, 6445 Wexley Ln., stressed the importance of the City Council not giving in to the developers and said original agreement should be followed with no trucks on Memorial Drive. Chad Tipps, 5928 Southmoor, read a letter from the Legends Texas Homeowners Association stating they opposed to the project. Mr. Tipps added that no trucks should be allowed on Memorial Drive. Robert Phillips, 6424 Marlar Ln., said no trucks should be allowed on Memorial Drive and thatMarlar Ln. should be cut off so as not to become a short cut to and from SH 121. Jerry Sebastian, 5849 Concord, feels deceived now that developer is asking for access to Memorial Drive. Nancy Shaw, 5740 Perrin, is opposed to warehouses in general and wants assurance that "no truck" routes will be enforced. DelphineDuerr, 5627 Westwood, asked the council if they would consider this project if they were residents of the Legends. James Bullington, 6612 Adobe, prefers office space to warehouses. Amy Uphoff, 6425 Marlar Ln., also wants to see Marlar Ln. closed so it will not be a short cut to and from SH 121 Motion to approve-Gordon, second-Meyers, carried with all ayes. 8:35 p.m. Recess 8:50p.m. Reconvene 1.3 EXECUTIVE SESSION AS AUTHORIZED BY Council CHAPTER 551 OF THE LOCAL GOVERNMENT CODE, TO-WIT: A.
