MARCH 2, 2000
The WORK SESSION of the CITY COUNCIL of the City of The Colony, Texas was called to
order at 7:15 p.m. on the 2na day of March 2000, at CITY HALL, with the following roll call:
Bill Manning, Mayor Present
John Gordon, Councilmember Present
Lewis Jue, Councilmember Present
David Stanwick, Councilmember Absent (personal)
A1 Garcia, Councilmember Absent (illness)
John Dillard, Councilmember Present
Jeff Meyers, Councilmember Present
A quorum was established and the following items were discussed:
ITEM DESCRIPTION SOURCE STATUS
1.1 Discussion of Office Creek Drainage Issues
Mr. Lambert said two issues need to be discussed:
A - Plan Adopted and B - Cost Allocation.
A. Mayor Manning asked about the culverts under
Hwy. 121 that accommodate the Bright Properties and
how those properties affect our drainage flow. He
suggested that those culverts be removed from our plan,
stating that if later they (Bright Properties) flood our
channel, they will have to correct the problem. Mr.
Lambert will check with the attorney to ensure that is
legal.
Mike Boyd, engineer with Nathan D. Maier
Consulting Engineers, gave a presentation showing
three alternatives. Estimated costs are: Alternate A-$4
million; Alternate B-$3.1 million; Alternate C-$4.4
million. Mr. Boyd said Alternate B is not as feasible
due to the amount of detention this plan requires north
and south of Hwy. 121. He said the culverts under
HWY. 121 would stay as they are and Bright would be
forced to participate in order to develop his property.
Abel Saldafia, city engineer, said he has met with
TxDOT to discuss their criteria. He said they will
participate in this project too and that they will increase
the size of the culverts under Hwy. 121.
The scope of this project needs to be determined so '-
we can allocate costs and then set the impact fees.
Mr. Saldafia said Kimley-Hom Engineers had
prepared an Alternate C, which is the same as the one
proposed by Nathan Maier, but they added a box
culvert. The estimated cost is $5 million.
Roy Wilshire with Kimley-Hom made a presentation
of his proposed alternatives. He recommended a
combination of Alternate C & D. He said they both
assume that TxDOT will enlarge the culverts under
Hwy. 121 at their (TxDOT) cost. Mr. Wilshire said that
detention could be added on top of the two ponds
located on city property.
Following discussion, it was recommended that Mr.
Saldafia meet with Mr. Boyd and Mr. Wilshire to come
up with one alternative and bring it back to the council.
A joint work session with Planning & Zoning was set
for 7:00 p.m. March 13, 2000 to receive this
recommendation.
B. Staff is to prepare a list of properties within the
designated area, excluding residential. The list should ___
include acreage and cost per property. This will be
voted on separately. Staff should also contact other
cities that may be or have been involved in a similar
situation and find out how they have handled that
situation.
With no further business to address, Mayor Manning
adjourned the meeting at 9:00 p.m.
