JANUARY 31, 2000
The WORK SESSION of the City Council of the City of The Colony, Texas was called to order at
7:05 p.m. on the 31st day of January, 2000, at City Hall with the following roll call:
Bill Manning, Mayor Present
John Gordon, Councilmember Present
Lewis Jue, Councilmember Present
David Stanwick, Councilmember Present
A1 Garcia, Councilmember Present
John Dillard, Councilmember Present
Jeff Meyers, Councilmember Present
A quormn was established and the following items were discussed:
ITEM DESCRIPTION SOURCE STATUS
1.1 Discussion regarding use of former Library building Lambert
Lanny Lambert, City Manager, explained that a
choice of architect would be presented at the February
28 Council meeting. Councilman Gordon suggested
that the architect use the Turco survey in his planning.
Consensus of Council was to have the Parks and
Recreation Department responsible for the operation of
the building. Pam Nelson, Parks and Recreation
Director, was asked to formulate a plan for the use of
the building attempting to accommodate as many
purposes as possible including cultural arts, if possible.
The rule for public input was ¢~aived and Loft Hill was
allowed to speak on behalf of the cultural arts effort.
1.2 Discussion regarding street light replacement program Lambert
An ordinance designating spacing and light lumens
is going before the Planning and Zoning Commission
and will be presented to Council in March. Councilman
Stanwick suggested using a different light on major
thoroughfares than is used on residential streets. Mr.
Lambert will bring a proposal back to Council.
1.3 Discussion regarding future Dallas water purchases Lambert -----
Council considering 4.0 or 4.5 mgd from Dallas to
allow for development and continuing draught.
Deadline to increase purchase is May 1.
1.4 Discussion regarding Office Creek drainage project Saldafia
Abel Saldafia, City Engineer, explained revised
information regarding estimated impact fees. Mike
Boyd, Nathan Maier Consulting Engineers, explained
alternatives for the Council to consider. Again the rule
for public input was waived and Bill Sheveland and
Don Blackwood, developers, were allowed to speak.
Mr. Sheveland asked for opportunity to bring additional
information to Council before a decision is made. Mr.
Blackwood recommended the alternative with no
retention or detention and stressed the importance of the
project.
With no further business to address, Mayor Manning adjourned the meeting at 9:00 p.m.
