HELD ON
AUGUST 16, 1999
The WORK SESSION of the CITY COUNCIL of the City of The Colony, Texas was called to order a~6:30
P.M. on the 16th day of August 1999, at City Hall, with the following roll call:
Bill Manning, Mayor Present
John Gordon, Councilmember Present
Lewis Jue, Councilmember Present
David Stanwick, Councilmember Present
Al Garcia, Councilmember Present
John Dillard, Councilmember Present
Jeff Meyers, Councilmember Present
A quorum was established and the following items were addressed:

Discussion regarding water service issues
Mr. Lambert reassured everyone that the city is not
even close to running out of water, stating that we
have 19 mgd, but noted the problem is not with
supply but with delivery (to the citizens). Mr. Lambert
stated that well #3 was shut down in January for
routine repairs and was to be back in operation in
May. There has been problems as every turn.
Mr. Lambert advised the small paluxy well at site #1
has been put back into operation and is currently
pumping 300 gallons a minute. One of the high
service pumps as well site #2 is back in operation and
produces 700 gallons a minute.
The currently supplies are as follows:
Well Site #1 - 1 mgd.
Well Site #2 - 2 mgd.
Well Site #3 - 0 mgd
Dallas Water - 4 mgd
Total 7.0 mgd
With the paluxy well added, the total is 7.250 mgd.
If Dallas initiates their phase II water rationing plan,
then they will cut the supply to us to 3 mgd.
Mayor Manning reiterated that when well #3 is on
line, we would have plenty of water available.
Mr. Lambert then discussed options for repairing
well #3:
#1 - reline - estimated cost $200,000. Would cut
supply from 2.5 mgd to 1.5 mgd.
#2 - patch 2 holes on welded seam - no cost
estimate
#3 - Drop pump back in and re-activate. Let the leaks
go, then later in the year re-evaluate the condition of
the well. The city engineer says the leaks are at the
Woodbine strata and are good quality water. This
process will take about 5 days.
Mayor Manning asked about capacity after well #3 is
repaired and on-line. Mr. Lambert advised it would be
8.5 mgd plus the 2 small paluxy wells, which would
put us at close to 9.0 mgd.
All council agreed to put well #3 back into service as
quickly as possible to relieve the water crisis
situation. Councilmember Dillard expressed concern
about the quality of water if Dallas cuts our supply.
He said we might need to look at increasing our
supply from Dallas.
With no further business to be addressed, Mayor Manning adjourned he session at 7:00 p.m.
