MINUTES OF THE SPECIAL SESSION OF COUNCIL
HELD ON
MAY 29, 1999
The SPECIAL SESSION of the CITY COUNCIL of the City of The Colony, Texas was called to order at
5:30 P.M. on the 29th day of May 1999, at City Hall, with the following roll call:
Bill Manning, Mayor Present
John Gordon, Councilmember Present
Lewis Jue, Councilmember Present
David Stanwick, Councilmember Present
Al Garcia, Councilmember Present
John Dillard, Councilmember Present
David Kovatch, Councilmember Absent
and with six present a quorum was established, the following items were addressed:
ITEM DESCRIPTION SOURCE STATUS
1.1 Consideration of appropriate action regarding initiating steps Manning
to create a Tax Increment Finance Zone (TIF) in the City of
The Colony and consider authorizing official notices of
intention to initiate TIF to Denton County, Lewisville
Independent School District, and Little Elm Independent
School District.
Mayor Manning made it clear that the actions to be taken by
the council are non-binding to the city in anyway.
Motion to approve the resolution as written and the
stipulation that all legal costs involved will be borne by
the developer(s) - Stanwick; second - Dillard carried with
all ayes.
SUPPLEMENTAL AGENDA ITEM
1.2
Consideration of appropriate action regarding initiating steps
to create a Tax Increment Finance Zone (TIF) in the City of
The Colony and consider official notices of intention to
initiate TIF to Denton County government and the Little Elm
Independent School District.
Mr. Lambert explained that Matthews-Southwest plans to
annex an additional 400 acres into the city, but advised that
a TIF cannot be created in land that is outside the city. He
further stated our attorneys had advised that land annexed
after the TIF is created wouldn't include the school district
benefits.
Motion to approve the resolution as written and the
stipulation that all legal costs involved will be borne by
the developer(s) - Gordon; second - Dillard carried with
following vote:
Aye - Gordon, Jue, Dillard
No - Stanwick
Abstain - Manning
With no further business to address, Mayor Manning
adjourned the meeting at 5:45 p.m.
