HELD ON
NOVEMBER 23, 1998
The WORK SESSION of the City Council of the City of The Colony, Texas was called to order at
6:05 p.m. on the 23rd day of November 1998 at City Hall, with the following council roll call:
Mary Blair Watts, Mayor Present
Bill Longo, Councilmember Absent (personal)
Bernetta Henville-Shannon, Councilmember Present
David Stanwick, Councilmember Present
A1 Garcia, Councilmember Present
John Dillard, Councilmember Absent (personal)
Dave Kovatch, Councilmember Present
and with five present a quorum was established, the following items were addressed:

1.1 Discussion regarding Stewart Peninsula Traffic Issues Watts
Councilmember Henville-Shannon gave a background of
this issue, explaining the actions leading up to the traffic
study done in 1996 and the subsequent recommendations of
the P&Z Commission to the Council.
Abel Saldafia addressed the possibility of adding a second
right turn lane from eastbound N. Colony Blvd. onto
southbound F.M. 423. He advised that the State looked at
his plans and has said the right turn lane can be added. It
will require taking about 5' from the center median on F.M.
423. Mr. Lambert advised there is some concern by the
state and staff regarding leaving such a narrow median,
stating it could create a hazard.
Some Councilmembers questioned if there is really a
problem in this area. Mr. Lambert noted there are only
about 350 home to be built and that will not severely
impact the traffic on the peninsula. Councilmembers all
agreed the main problem is with the width of F.M. 423.
All agreed that staff should pursue improving the
intersection at N. Colony and F.M. 423 by adding a second
right turn lane. Staff will make a recommendation in the
near future as to whether it would be more feasible to take
the southwest comer of the intersection to accommodate the

second turn lane or take the additional space from the --
center median.
After these improvements are made, all council agreed
that another traffic study should be done to determine what
more improvements are needed. Options to be reviewed
include signal lights on N. Colony at Keys and at Newton
and synchronizing signal lights from Lake Highlands to
Hwy 121 for smoother flowing traffic.
City Council and staff will work to encourage the State to
widen F.M. 423 to six lanes.
Tour of new city hall facility - This tour took place
1.2 following the board interviews for those council wishing to
attend.
With no further business to address, Mayor Watts adjourned the work session at 7:10 p.m.
