MINUTES OF THE WORK SESSION OF COUNCIL HELD ON AUGUST 31, 1998 The WORK SESSION of the City Council of the City of The Colony, Texas was called to order at 7:55 p.m. on the 31~t day of August 1998 at City Hall, with the following council roll call: Mary Blair Watts, Mayor Present Bill Longo, Councilmember Present Bernetta Henville-Shannon, Councilmember Present David Stanwick, Councilmember Absent A1 Garcia, Councilmember Absent John Dillard, Councilmember Present Dave Kovatch, Councilmember Present and with five present a quorum was established, the following items were addressed: 1.1 WORK SESSION TO DISCUSS THE 1998-99 BUDGET Mr. Lambert and Mr. Johnston went over the remaining funds to be discussed as follows: Recycling - Money will be included in the budget for replacing the oil recycling tanks, but before they funds are expended, other options will be researched. Options include 1) establishing a drop off center through IESI; 2) discontinuing the oil-recycling program. Emergency Equipment Fund - No proposed expenditures for 98-99 Reserve Fund (Land fund) - No proposed expenditures for 98-99 Fleet Replacement Fund - No proposed expenditures for 98-99. Auction proceeds are placed into this fund. Fleet Service Fund - Shows the cost of operating vehicle maintenance each year. General Debt Service - Mr. Johnston advised that in the year 2007, the MUD debt would be gone. The council can decide how to use those funds. City Council Budget The following agencies will be asked to make a presentation to the council at the September 14, 1998 council meeting to aid the council in deciding whether to continue funding of their projects: SPAN, Denton County Friends of the Family and Denton County Child Advocacy Center. Last year, the city donated $5,000 each to these agencies. The money will be left in the 98-99 budget, but may not be donated. Membership in the National League of Cities will be cut from the budget. Discussion regarding using proposed hotel/motel tax to renovate the old Library into a conference center. Council agreed a certain percentage of these funds should be allocated to Special Events and to Advertising. It was decided that the hotel/motel tax should not be included in this budget. 1.2 DISCUSSION OF TAX RATE REDUCTION PLAN Councilmember Kovatch told the council this needs to be kept in mind and addressed each year. At this time, the council decided that a work session would be held on October 12, 1998 so Councilmembers could meet with Mr. Gene Ramsey, Economic Development Director.
