HomeMy WebLinkAbout08/20/1998 City Council 8/20/98 MINUTES OF THE SPECIAL SESSION OF COUNCIL HELD ON AUGUST 20, 1998 The SPECIAL SESSION of the City Council of the City of The Colony, Texas was called to order at 7:05 p.m. on the 20~h day of August, 1998 at City Hall, with the following council roll call: Mary Blair Watts, Mayor Present Bill Longo, Councilmember Present Bernetta Henville-Shannon, Councilmember Present David Stanwick, Councilmember Present A1 Garcia, Councilmember Present John Dillard, Councilmember Absent (Arrived at 7:10 p.m.) Dave Kovatch, Councilmember Absent (Arrived at 7:15 p.m.) and with five present a quorum was established, the following items were addressed: 1.1 Consideration of amending Ordinance 98-1051 relating to outdoor water usage, passed and approved by the council on July 31, 1998 Motion to repeal Ordinance 98-1051 in its entirety - Stanwick; second - Dillard, passed with all voting aye. Lanny Lambert, City Manager, stated he would encourage citizens to continue voluntary water rationing measures. A comprehensive water conservation plan will be developed over the winter months. 2.1 Discussion: Water and Sewer Rate Study Tony Johnston, Finance Director, explained that rates had not been increased since 1992. Mr. Bob McClain, DMG-Maximus (formerly David M. Griffiin & Associates), presented results of the study. Council asked for some explanation of assumptions used in the study. Mr. Johnston explained this item would be brought back to Council for further consideration. Motion to adjourn - Kovatch; second - Garcia, carried with all voting aye.
