HomeMy WebLinkAbout03/02/1998 City Council-WS 00682'- MINUTES OF THE WORK SESSION OF THE CITY COUNCIL HELD ON MARCH 2, 1998 The WORK SESSION of the City Council of the City of The Colony, Texas was called to order at 6:35 p.m. on the 2~d day of March 1998, at City Hall, 5151 N. Colony Boulevard, The Colony, Texas, with the following council roll call: Mary Blair Watts, Mayor Present Bill Longo, Councilmember Present Bernetta Henville-Shannon, Councilmember Present David Stanwick, Councilmember Present Wilma Avey, Councilmember Absent John Dillard, Councilmember Present Dave Kovatch, Councilmember Present And with six present a quorum was established, the following items will be addressed: 6.1 Council Goals and Objectives Mayor Watts asked the council if they agreed with the staff'priorities of the critical areas to be addressed. Mr. Lambert said at the next council meeting he would be presenting a budget amendment to hire an engineer and a purchasing agent. Councilmember Longo said he believes we need the engineer to save money, but doesn't think a purchasing agent would save as much money or is as important as a computer specialist. Mr. Lambert explained that the engineer will be paid for with the Building Official salary and the amount allocated for engineering services in the 1997-98 budget. Discussion followed regarding equipment that would be needed, duties and responsibilities of a city engineer. All agreed to pursue hiring an engineer. Mr. Lambert explained that a purchasing agent would save at least 10% of the budget on purchases. He cited how the person would be used and how money would be saved. He said he doesn't have the money for an "Information Specialist" (computer specialist), but he does have the money for the purchasing agent. All council agreed that an engineer, purchasing agent, information specialist, and staff attomey are needed and directed the city manager to bring detailed information on each position. An action item regarding the engineer will be on the March 16, 1998 agenda. Mr. Lambert said the city attorney has been used every day and the $50,000 budgeted has been exceeded. Atter further discussion regarding council goals and priorities, it was suggested a retreat to discuss these items be planned for mid-May. Councilmember Kovatch said mid-May is too long to 0068.20 wait and suggested a retreat on March 28, 1998. There will be a report on March 16 and a date for the retreat will be decided upon at that time.
