HomeMy WebLinkAboutResolution No. 94-22 ORIGINAL CITY OF THE COLONY, TEXAS RESOLUTION NO. cZ~o~- WHEREAS, the S.H. 121 Task Force and its constituent members have been working diligently and in collaboration with the Texas Department of Transportation on the Regional, District and State levels since 1986 to create an East-West thoroughfare linldng traffic emanating from the State's fastest growing region traveling to the Dallas/Fort Worth International Airport, the Mid-Cities, and Arlington; and WHEREAS, the constituent members of the S.H. 121 Task Force have expended significant effort and financial resources to acquire approximately Thirty Million Dollars ($30,000,000) of right-of-way and to conduct various analyses, plans, studies; and WHEREAS, over 200 acres of the right-of-way acquired by the constituent members of the S.H. 121 Task Force is contingent upon construction of the S.H. 121 Bypass project within certain time periods; and WHEREAS, the Texas Transportation Commission recognized the critical significance of S.H. 121 and reaffirmed its continued commitment to the project during a delegation presentation on July 28, 1994; and WHEREAS, there were appropriated Sixty-Two Million Dollars ($62,000,000) of State Funded Mobility funds for fiscal year 1996 under the 1994 Transportation Improvement Plan for the construction of frontage roads on the S.H. 121 Bypass project; and WHEREAS, further delays in the construction of the S.H. 121 Bypass will only serve to exacerbate the negative effects of regional hyper-growth and congestion while hampering the dear opportunity to reap the full benefits of economic development; and WHEREAS, the State Highway 121 Task Force realizes the vital necessity for and expresses a commitment to Congestion Mitigation/Air Quality (CMAQ) funding that will assist the region reach "attainment" through the State Implementation Plan by December 1996; and WHEREAS, a loss of State Funded Mobility funds will eliminate the S.H. 121 Bypass project from the 1995 Transportation Improvement Plan. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE COLONY Section I That the City of The Colony requests the Texas Department of Transportation and the Texas Transportation Commission to reinstate the S.H. 121 Bypass project into the 1995 Transportation Improvement Plan for full funding. Section II That the City of The Colony vehemently opposes the reduction of any funds programmed for the S.H. 121 Bypass and its removal from the 1996 Funding Cycle. Section m That the City of The Colony encourages the North Central Texas Council of Governments and the Texas Department of Transportation, Dallas District, to take all necessary actions to maintain the S.H. 121 Bypass project.
