MINUTES OF THE WORK SESSION OF THE CITY COUNCIL
HELD ON
SEPTEMBER 11, 1997
The Work Session of the City Council of the City of The Colony, Texas, was called to order
at 7:00 p.m. with the following council roll call:
Mary Blair Watts, Mayor Present
Bill Longo, Councilman Present
Bernetta Henville-Sharmon, Councilman Absent (Arrived at 7:15 p.m.)
David Stanwick, Councilman Present
Wilma Avey, Councilman Present
John Dillard, Councilman Present
David Kovatch, Councilman Absent
and with a quorum established, the following items were addressed:
1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS, AND PROCLAMATION:
Mayor Watts introduced members of the council to a group of Boy Scouts. Mayor
Watts then left the meeting to conduct a tour of City Hall for the group.
6.0 DISCUSSION ITEMS:
6.1 Proposed amendment to impact fees
Mayor Pro-Tem Stanwick introduced Lanny Lambert, City Manager, who gave an
explanation of the purpose of impact fees. He explained that impact fees of several
neighboring cities had been surveyed and were being used to consider proposed impact fees
for the City of The Colony. Mr. Lambert further explained'that Plano and Carrollton were
almost completely built-out and the greatest competition is from Lewisville, Allen, Frisco,
and McKinney.
Hal Jones, Hunter Associates, gave an overview of the process followed in order to
arrive at proposed impact fee rates. Mr. Jones explained that the Comprehensive Plan land
use assumptions were the basis for his research. Presently the City only charges water and
sewer impact fees. He further explained the difference in the service areas using the aid
of master plan maps which he provided. Mr. Jones opened the floor to questions from
several developers who were in attendance. Mayor Watts joined the meeting.
Mr. Lambert explained to the developers that Mr. Jones' figures were calculated on
the high side and that a recommended 50% rate was proposed to start.

Motion to adjourn - Dillard; second - Longo
Mr. Lambert said there would be a public hearing on September 15 and the council
must adopt the impact fees no later than 60 days after the close of the public hearing. It
was decided that the public hearing would be opened on September 15 and then continued
until all council and developers could review the proposed fees.
With no further discussion or business to address, Mayor Watts adjourned the
meeting at 9:15 p.m.
