MINUTES OF THE CITY COUNCIL MEETING
HELD ON
June 30, 1997
The Work Session of the City Council of the City of The Colony, Texas was called to order
at 6:00 p.m. on the 30th day of June, 1997 at City Hall with the following Council roll call:
Mary Blair Watts, Mayor Present
Bill Longo, Councilmember Present
Bernetta Henville-Shannon, Councilmember Present
David Stanwick, Councilmember Present
Wilma Avey, Councilmember Present
John Dillard, Councilmember Present
Dave Kovatch, Councilmember Present
and with seven present, a quorum was established and the following items were addressed:
1. COUNCIL RETREAT TO DISCUSS GOALS, OBJECTIVES AND CRITICAL
ISSUES
The retreat began with the council sharing a meal together, then Mr. Lanny Lambert,
City Manager explained the rules of the retreat as follows:
1) Everyone is Equal - No Mayor/City Council/City Manager
2) No Hidden Agendas - Honesty and Openness
3) City Manager is Facilitator - Not City Manager
4) Every Complaint must include a solution.
5) Everyone's opinion is important.
6) Must laugh every 30 minutes.
Mr. Lambert said he hopes to achieve the following goals from this retreat.
1) Develop a sense of teamwork between City Councilmembers.
2) Develop short-range and long-range goals for the furore of the City of The
Colony.
REMEMBER; Time spent at this retreat will save time at City Council Meetings.

City Manager. Mr. Lambert explained how the city organization correlates to that of a
private business:

VOTERS -- OWNERS/STOCKHOLDERS
CITY COUNCIL = BOARD OF DIRECTORS
MAYOR = CHAIRMAN OF THE BOARD
CITY MANAGER = CHIEF EXECUTIVE OFFICER

Following are roles as agreed to by the group:
Mayor
* Chair the council meetings, set the tone of the meetings
* Keep the council informed, policy support
* Leadership of the council
* Don't interfere with staff
* Don't violate the charter
* Follow the chain of command
City Council
* Policy decisions
* Review every issue
* Right to all facts
* Review agenda items
* Feel comfortable with every issue before voting
* Agree to disagree
* Support staff or correct them

* Provide good information
* Communicate
* Keep informed
* Responsible for staff
* Inform the public
* Liaison to council from staff and from staff to council
* Improve morale of staff
The council agreed another retreat is needed, perhaps with the department heads
(staff). A date will be set in the near future. The retreat was adjourned at 10:00 p.m.
