HomeMy WebLinkAbout04/14/1997 City Council MINU'I~S OF THE CITY COUNCIL MEETING HELD ON APRIL 14, 1997 NOTE: Prior to calling the meeting to order, Mayor M~nning allowed Police Chief Joe Clark to report on a situation involving the signal light at Paige and State Highway 121. Chief Clark explained that the light had been out of order Friday morning during rash hour traffic which prompted many, many phone calls from citizens and non-citizens. Chief Clark further advised that the State will not allow the police department to have a key to the control box so therefore we had to wait until a technician could arrive. The technician arrived around 11:00 a.m., pushed a reset button and the light was reactivated. Chief Clark advised the council of his plan to handle this problem if it happens again. He will put officers at the intersection to direct traffic during peak hours, at other times, he will have stop signs placed. Intersections will be prioritized and overtime will be used when needed to facilitate. The Special Session of the City Council of the City of The Colony, Texas was called to order at 6:30 p.m. on the 14th day of April 1997, at City Hall with the following Council roll call: William W. Manning, Mayor Present Bill Longo, Councilmember Present Mary Watts, Councilmember Present David Stanwick, Councilmember Present Wilton Avey, Councilmember Present John Dillard, Councilmember Absent (Business) Dave Kovatch, Councilmember Present and with six present, a quorum was established and the following items were addressed: PLEDGE OF AI.I ~GIANCE 6:45 p.m. 1. EXECUTIVE SESSION AS AUTHORIZED BY SECTION 551.071 and 551.072 OF THE LOCAL GOVERNMENT CODE RELATING TO LITIGATION AND PERSONNEL, TO-WIT: A. RICHARD KAMEN, DEBRA AND DANIEL FOESHER et al., PIakINTIFFS, v. CITY OF THE COLONY, TEXAS, DEFENDANTS, CASE NO. 4:96CV335 B. CITY MANAGER POSITION 2 006515 8:20 p.m. 2. CONSIDERATION OF ANY APPROPRIATE ACTION T© BE TAKEN AS A RESULT OF THE EXECUTIVE SESSION A. RICHARD KAMEN, DEBRA AND DANIEL FOESHER et al., PLAINTIFFS, v. CITY OF THE COLONY, TEXAS, DEFENDANTS, CASE NO. 4:96CV335 Motion to state that the council agrees in principle with the current track of the negotiations and hereby authorizes: (1) the city attorney tO continue negotiations; (2) the staff to obtain updated figures on. street improvements in the entire city; (3) staff to make initial preparations for a bond election in the entire city, including the Eastvale area. Kovateh; second Longo, carried with all members voting Aye. B.
