HELD ON
JUNE 17, 1996
The Joint Work Session of the City Council and the Planning and Zoning Commission of the
City of The Colony, Texas was called to order at 6:30 p.m. on the 17th day of June, 1996, at
City Hall with the following Council roll call:
William W. Manning, Mayor Present

The following Planning and Zoning Commission members were present:

a quorum was established for both bodies and the following items were addressed:
1. DISCUSSION OF BOUNDARY ADJUSTMENTS BETWEEN THE CITIES OF THE
COLONY AND LEWISVILLE ON PROPERTY OWNED BY CENTEX
DEVELOPMENT CORPORATION
Steve Bilheimer, Centex Development Co., addressed the council regarding approximately
13 acres of property currently within the City of Lewisville which is contiguous to a residential
development within the City of The Colony. There is a 13 acre tract situated west of the
Lewisvillefrhe Colony city limit line and a 7.68 acre tract situated east of the Lewisville/The
Colony city limit line. Oaxently the 13 acres has been zoned Light Industrial by Lewisville and
that is not compatible with the residential zoning in The Colony. Also the only access to the
property is through The Colony. Both tracts are valued at $13,000 per acre and both are
agricultural exempt. If the 13 acres is developed within The Colony it will net approximately
50 lots meaning about $60,000 in taxes annually to the City. Mr. Bilheimer has discussed this
matter with the City of Lewisville and they are agreeable to "swap" the 13 acres, which lies
within Lewisville, for the 7.68 acres, which lies within The Colony.
Mr. Sam Chavez, City Planner, asked if this is net acreage or gross. Mr. Bilheimer
advised it is net (property above the 537 line), explaining there is actually more than 13 acres, --

but that is all that can be developed. Mr. Bilheimer said the 7.68 acres, if 40% developed in
Lewisville, would mean about $21,000 annually in taxes to Lewisville.
Mr. Bilheimer said this would not effect our thoroughfare plan, or the bond put up by
Centex to build Standfidge Rd., ensuring the council that Standridge Rd. will be built.
City Attorney John Hill, explained this could not be done by a boundary adjustment, but
instead would have to be done by both cities taking de-annexation and annexation actions on the
two tra~ts.
Mr. Bilheimer assured the council that when utility plans were made for the Ridgepointe
subdivision in The Colony, this 13 acres was taken into consideration and was included in the
platting process.
Discussion then continued about the possible uses for the Corps of Engineers property
around this 13 acre tract and the possibility of The Colony annexing that area as well. It was
noted that has been discussed with Lewisville. Mr. Bilheimer told the council this matter has
been talked about for 5 years, but until now, Lewisville had not been interested until the past two
years.
Councilman Dillard asked Mr. Chavez to look into how the additional Corps land could
be used so the council can decide if that is viable.
Mr. Hill further explained that both cities would need to enter into an agreement setting
out the steps that each would take to accomplish this "swap". He also said the zoning process
would need to be initiated at the same time.
With no further business to address, Mayor Manning adjourned the work session at 7:00
p.m.
