HELD ON
January 3, 1996
The Work Session of the City Council of the City of The Colony, Texas was called to order
at 6:00 p.m. on the 3rd day of December, 1995 at the dining hall at Hidden Cove Park with
the following Council roll call:

It was noted that Councilman Hardin and Councilman Dillard had advised, for business
reasons, they would not be in attendance. With five present, a quorum was established and
the following items were addressed:
1. GENERAL OVERVIEW OF THE PRESENTATIONS BY STAFF
Tony Johnston, Finance Director, briefly explained the capital projects list submitted
during budget preparation. Mr. Johnston expressed his appreciation to Council and staff
for their cooperation in preparing the 1995-96 budget. Mayor Manning explained that he
was looking for questions from Council, however, details would later be discussed at a
retreat scheduled for January 20, 1996.
2. DEPARTMENT PRESENTATIONS:
PARKS AND RECREATION, Pam Nelson, Director
Youth football fields
Lights
Irrigation
ADA compliance Sidewalks
Fall zones for playgrounds
Mayor Manning questioned why Friendship Park was chosen for these
projects. Ms. Nelson responded that only Bill Allen Memorial Park
and Kid's Colony are ADA compliant. Friendship Park was chosen
since there had been specific complaints that it was not ADA
compliant. Mayor Manning asked if the Parks and Recreation Board
had reviewed the plans. Ms. Nelson answered that they were aware of ""
the selection of Friendship Park but had not reviewed the proposed
changes. She added that currently there were still rulings being made
in regard to ADA compliance but that nothing was mandated at this
point. Councilman McCreary asked which park was the most heavily
utilized. Ms. Nelson responded that seasonly the Little League
Complex was the most heavily used, however, traffic counts have not
been taken at other parks.

Discussion followed regarding the use of the room for various groups.
Mayor Manning inquired about the possibility of enclosing the
courtyard area. Ms. Nelson responded that the cost would be more
than the value it would provide the Recreation Center.

Tony Johnston, Finance Director, informed Mr. Phillips that the cost of
adding an employee parking lot could be handled by the operating budget
rather than to include this project in a bond election.

Renovate existing building and expand to 21,000 sq. ft.

Mr. Johnston explained that if a new facility is built, the existing building
could be utilized by another department.

Irrigation for medians
Mayor Manning added that he would like an estimate of cost to irrigate all
the medians in the City. Mr. Leverich said he would provide estimate
including any future low-maintenance landscaping for the medians.
Discussion followed about current drainage problems throughout the City.
Mayor Manning asked how long it would take to complete street and drainage
repairs needed. Mr. Leverich said it would take approximately five to six
years to repair the whole system to be completed in phases. The Mayor
asked how long it would take with unlimited funds. Mr. Leverich responded
it would take approximately five to six months. Public Works would be
supervising an outside firm completing the work. George Figueroa, Water
Distribution Superintendent, commented that if street repairs were made in
the former Eastvale area, then every time a new home was built, the street
would have to be dug up in order to lay a tap connection to the water lines.
Mr. Leverich added that the streets could be overlay rather than completely
replaced.
UTILITY ADMINISTRATION, Jackie Carroll, Utility Administrator, Joy Morrison,
Customer Service Supervisor
Drive through window and driveway
Councilman Longo expressed his concern for the amount of money involved
in expanding the building for the drive through window since what is needed
is more space for Utility Administration to operate. Tony Johnston offerred
the possibility of taking over the First State Bank building once the bank
relocates to a new site. Mr. Longo was concerned about the quality of the
bank building. Mayor Manning said the City needs to conduct a facility
utilization study to research use of all City buildings. Mr. Longo added that
the Utility Administration area must have a friendly atmosphere and make a
good impression on new customers.
WATER PRODUCTION, David Yordy, Superintendent
Mr. Yordy explained that if the property, dedicated by Dal-Mac, was
developed within five years, there would be a need for additional elevated
storage. Mr. Johnston added that the City should not wait five years but
should start funding in four years to plan properly. Mr. Yordy said the system
met state requirements now, however, by waiting to add additional elevated
storage, the amount of construction would be considerably more.
WATER DISTRIBUTION, George Figueroa, Superintendent
Installation of mains/hydrants (Eastvale area)
Mr. Figueroa explained that approximately 48 fire hydrants need to be
installed in the area. Mayor Manning commented that the City needs to have
money in place when the state widens Main Street in order to lay water lines
before the street is completed.

WASTEWATER, Billy Cude, Superintendent
Bar Screen
Mr. Cude explained that the existing bar screen is tentative at best. The
system is in danger of backing up into residences. The plant is currently
operating on one pump and the back-up pump is coming on every day. This
is a serious situation. A centrifuge has been purchased, however, the
installation of this equipment was not included in the bid.
3. SUMMARY
A retreat is scheduled for Saturday, January 20, to be held in the dining hall
at Hidden Cove Park, in order to discuss the feasibility of the discussed
projects.
With no further business to address, Mayor Manning adjourned the Work Session at
9:00 p.m.
