1. THE COMMUNITY DEVELOPMENT BOARD AND PARK BOARD WILL HOLD A PUBLIC
HEARING TO RECEIVE PUBLIC INPUT REGARDING PRIORITAZATION AND
DEVELOPMENT OF A CITY WIDE TRAIL SYSTEM
Para informed everyone that we can develop trails on Corp of Engineer prol~erty, but we can't develop
areas that are outside of our park boundaries; we could put a soft surface trail but not a hard surface.
For example, if Ridgepointe Park to Stewart Creek Park was the first segment of the trail along the
shoreline, it would be a soft surface. There are 23 miles of shoreline and there are some places along the
shoreline that we can 't put a trail at because it wouM be too close to the homes. We wouM have to pull
the trail through some neighborhoods.
We are trying to determine what the community wants; is it more important to go around the city or
through the interior of the city or start at the shoreline. It is not financiallyfeasible to do everything at
one time. Ifa group was to approach us with some financial assistance for a particu[ar section of the
trail, that may help us determine where to focus. We have not yet begun to gather cost information.
Following tonight's public hearing, the architect will have more drawings of the trail based on
information received from both public hearings, and there will also be some cost estimates.

Homeowner's Association, we would like to see the trail start along the lake. The lake has a lot to offer.
Lucy Billingsley - In Austin Ranch, there would be a connection from every building, there will be a
sidewalk wide enough to serve as a connecting trail from one end of the development to another; our
architectural guidelines state we will do this. In the residential areas, we'd accomplish this through the
ravines and natural areas would have connections to the trail. When all the parks have been developed
in Austin Ranch, they will all be connected by trails.
There was also discussion that the board needs to consider needs of the handicapped and to make sure
we have plenty of shade and benches throughout the trail system. There was a suggestion to use natural
stone as benches so it looks like the topography of the area.
The Master Plan should be completed by the beginning of 2004. If we apply for grants, some take 6
months and some take a year, or there may be funding from 4B or other sources. Once we have our
priorities in place, we can determine how we want to fund the project. If we do grants, there are some
50-50 or 80-20 grants. There was also a suggestion that when developers bring their plans in to be
reviewed by the city, that the city require the developer to help connect the trails.
2. CONSIDERATION OF APPROVAL OF ANY ISSUES AS A RESULT OF THE PUBLIC
HEARING -
Pam said this is the last public hearing. At our next meeting we have regarding the trails, Dennis will
have more information; we will identify funding sources, cost estimates, and some preliminary layouts
will be available to see.
The consensus of the Park Board and CDC Board is to continue to move forward to determine cost,
funding and locations of the trails to be developed throughout the city. --
The public hearing was adjourned at 7:45 p.m.
