HELD ON
JUNE 13, 1994
The Special Session of the City Council of the City of The Colony, Texas was called to order
at 7:00 p.m. on the 13th day of June, 1994 at City Hall with the following Council roll call:
William W. Manning, Mayor Absent (arrived 7:55 p.m.)
Mike Lynch, Mayor Pro-tern Present
Toby Pollard, Councilman Present
Kay Hardin, Councilman Present
Rob Burchard, Councilman Present
John Dillard, Councilman Absent (arrived 7:05 p.m.)
Lynda Tate, Councilman Present
and with five present, a quorum was established and the following items were addressed:
1. PLEDGE OF ALLEGIANCE
Councilman Dillard arrived 7:05 p.m.
Adjourn to Executive Session 7:05 p.m.
2. EXECUTIVE SESSION AS AUTHORIZED BY SECTION 551.074 OF THE
LOCAL GOVERNMENT CODE, PERSONNEL, TO-WIT
A. INTERVIEW FOR BOARD APPOINTMENTS
Mayor Manning arrived 7:55 p.m.
Reconvene Special Session 9:45 p.m.
3. CONSIDERATION OF ANY ACTION TO BE TAKEN AS A RESULT OF THE
EXECUTIVE SESSION
Mayor Manning asked for a motion to move all alternates on the boards with
vacancies up one position.
Motion to move alternates - Burchard; second - Dillard. Motion approved by unanimous
vote.
Mayor Manning asked for nominations to fill the Alternate Place 2 position on the
Library Board. Councilman Lynch nominated Jayme Skelton. There were no further
nominations.

Motion to appoint Jayme Skelton to Alternate Place 2 - Burchard; second - Dillard. Motion
approved by acclaimation.
Mayor Manning asked for nominations to fill the Alternate Place 2 position on the
Board of Adjustment and Appeals. Councilman Burchard nominated David McCreary.
There were no further nominations.
Motion to appoint David McCreary to Alternate Place 2 - Pollard; second - Dillard. Motion
approved by acclaimation.
Mayor Manning stated we have one position on the Planning and Zoning
Commission at this time but there may be as many as three additional positions in the
immediate future. He proposed voting for the top four applicants. The applicant with the
most votes will be appointed immediately. Thc other applicants will be appointed as
positions become vacant according to thc number of votes received. Mayor Manning
suggested a time limit of one month. Mayor Manning then requested nominations for the
Planning and Zoning Commission.
Councilman Lynch nominated Vern Roberts, George Franklin and Lyle Hilyard.
Councilman Dillard nominated Cindy DePrater. Councilman Hardin nominated Robert
Vik. Councilman Burchard nominated Dan Blank.
Lynch - Roberts, Hilyard, Franklin; Pollard - Hilyard, Franklin, DePrater; Hardin -
Roberts, Vik, Franklin; Burchard - DePrater, Vik, Blank; Dillard - DePrater, Franklin,
Roberts; Tate - Roberts, Hilyard, DePrater; Manning - Hilyard, DePrater, Vik. Cindy
DePrater will be appointed immediately to the Planning and Zoning Commission, Place 3.
Second round of voting to determine order of appointment for future vacancies on
Planning and Zoning Commission.
Lynch - Roberts, Hilyard; Pollard - Hilyard, Franklin; Hardin Roberts, Franklin;
Burchard Hilyard, Franklin; Dillard Roberts, Franklin; Tate - Roberts, Hilyard;
Manning - Hilyard, Franklin.
Third round of voting:
Lynch - Hilyard; Pollard - Hilyard; Hardin - Hilyard; Burchard - Hilyard; Dillard -
Franklin; Tate - Hilyard; Manning - Hilyard. Lyle Hilyard will be appointed to next
vacancy, George Franklin will be appointed if subsequent vacancy occurs and Vern Roberts
will be appointed if there is an additional vacancy during the next month.
4. WORK SESSION TO REVIEW A CONTRACT WITH WASTELINE
ENGINEERING FOR THE DESIGN AND CONSTRUCTION OF A
WASTEWATER TREATMENT PLANT IN THE CITY OF THE COLONY
Mayor Manning asked for a motion to postpone this discussion.
Motion to postpone - Lynch; second - Dillard. Motion approved by unanimous roll call
vote.
5. CONSIDERATION OF ANY APPROPRIATE ACTION TO BE TAKEN AS A
RESULT OF THE WORK SESSION
No action necessary as work session was postponed. With no further business to
address, Mayor Manning adjourned the meeting at 9:55 p.m.
