4. MAYORAL PROCLAMATION DECLARING APRIL 17 THROUGH 23, 1994 AS
NATIONAL LIBRARY WEEK
Mayor Manning read the proclamation in its entirety as follows:
WHEREAS, libraries play an essential role in our society by empowering people of
all ages and backgrounds to lead better lives; and
WHEREAS, libraries help millions of people each day to learn and grow, to prosper
and achieve their goals; and
WHEREAS, librarians, staff, and volunteers in school, college, public and special
libraries help to ensure the public's right to access the information they need to live
successfully in the Information Age; and
WHEREAS, America's libraries are vital to a literate, productive and democratic
nation; and
WHEREAS, libraries and library supporters across America are celebrating National
Library Week with the theme "Libraries Change Lives"
NOW THEREFORE, I, William W. Manning, Mayor of the City of The Colony,
Texas do hereby proclaim the week of April 17th - 23, 1994 to be
NATIONAL LIBRARY WEEK
and encourage all residents to use the resources of their libraries for the purpose of
improving the quality of their lives and to join me in thanking everyone who serves in our
libraries for their contributions to our community.

Library Director Joan Sveinsson accepted the proclamation and encouraged everyone
to remember the privileges of using materials from throughout the county. Current budget
cuts being considered by the County Commissioners could result in the loss of this valuable
resource. Contact your commissioners and make them aware of your wishes.
5. MAYORAL PROCLAMATION DECLARING APRIL 24 THROUGH 30, 1994 AS
NATIONAL CREDIT EDUCATION WEEK
Mayor Manning read the proclamation in its entirety as follows:
WHEREAS, the Consumer Credit Counseling Service is a non-profit organization
designed to help citizens who are experiencing financial difficulties, and
WHEREAS, the purpose of the Consumer Credit Counseling Service is to counsel
families with financial problems, advise on budget and money management, and help
prevent troublesome debt problems through education on the wise use of credit, and
WHEREAS, the Consumer Credit Counseling Service is also extensively involved in
educating the public regarding sound financial management, conducting classroom
workshops on money management and the wise use of credit, and
WHEREAS, the Consumer Credit Counseling Service is nationally recognized as
providing a most valuable service to communities and its citizens, by relieving the financial
stress of the family.
NOW, THEREFORE, I, William W. Manning, Mayor of The Colony, Texas, do
hereby proclaim April 24 - 30, 1994
NATIONAL CREDIT EDUCATION WEEK
in the City of The Colony and encourage our citizens to educate themselves about money
management and the wise use of credit. We also commend the Consumer Credit
Counseling Service for its involvement in helping the public with sound financial
management.

Lisa McDonald from Consumer Credit Counciling was present to accept the
proclamation. She explained that this organization provides a variety of free services to
individuals who need help with money management including budget preparation to debt
management. She is working out of the Lewisville office at this time but they hope to have
an office in The Colony soon. Office hours are 8:00 a.m. to 5:00 p.m. Monday, Wednesday
and Thursday, 8:00 a.m. to 7:00 p.m. on Tuesdays and are by appointment.
2. MAYORAL PROCLAMATION DECLARING APRIL AS SEXUAL ASSAULT
AWARENESS MONTH
Mayor Manning said it was tragic that such awareness is necessary but the recent
occurrence in our community highlights the need for the services of Friends of the Family.
He then read the proclamation in its entirety as follows:
WHEREAS, sexual assault affects every person in the county of Denton either as a
victim/survivor of sexual assault or as a family member, significant other, friend, neighbor
or co-worker; and
WHEREAS, this year's theme: "Sharing the Secret, Surviving the Silence" reflects the
efforts of Denton County Friends of the Family's work with survivors and their loved ones
by allowing survivors the freedom to choose when, where and how their healing begins; and
WHEREAS, many citizens of Denton County are working to provide quality services
and assistance to sexual assault survivors; and help staff 24-hour hotlines, respond to
emergency calls and offer support, comfort and advocacy during medical exams and criminal
justice proceedings; and
WHEREAS, Denton County Friends of the Family's volunteers and staff promote
sexual assault awareness and avoidance by offering educational programs to schools,
churches and civic organizations, as well as professional training to medical, mental health,
law enforcement, education and criminal justice personnel regarding sexual assault issues;
and
WHEREAS, Denton County Friends of the Family, and other sexual assault programs,
and other professionals and advocates of non-violence have joined together as the Texas
Association Against Sexual Assault (TAASA) to support each other in our work and to
provide Denton County and the State of Texas and our citizens with a central source of '"-"
information on sexual assault; and
WHEREAS, during the month of April, Denton County Friends of the Family will
be intensifying efforts to promote public understanding of sexual violence and victims of
sexual violence and Denton County Friends of the Family will be emphasizing the need for
citizen involvement in efforts to reduce sexual assault through public education and changing
public attitudes; and
WHEREAS, Denton County Friends of the Family will also be working to publicize
their services, increase community support for their agency and increasing awareness of the
healing potential for survivors;
NOW, THEREFORE, I, William W. Manning, Mayor of the City of The Colony,
Texas do hereby designate the month of April, 1994, as
SEXUAL ASSAULT AWARENESS MONTH
in The Colony, Texas.

11. CITIZEN INPUT
Tom Bogan, 4232 Ireland - expressed his concern with the criminal justice system.
It seems to protect the criminal instead of the innocent victims and some convicted felons
live better in jail than when they were out. He was also outraged at the low bond set
recently by a Frisco judge. He asked each person to write the newspapers and their elected
officials and let them know that crime and criminals are not to be tolerated any longer.
Valerie Voogt, 5829 Treese - presented a petition signed by her neighbors regarding
the unsafe driving and parking situation surrounding the Turner Street soccer fields. They
do not object to the fields or the games, it is the problem of parking. They are often unable
to park in front of or near their own homes and have been subjected to abuse by individuals.
Additionally, their yards have been used to dispose of trash and other unsightly materials.
The heavy congestion caused by the cars parked along the street also impede the neighbors
from watching out for people who don't belong there. With so much traffic, it would be all
too easy for a child to be abducted before anyone could notice or help.
Shirley Taggart, 5821 Truitt Circle - said some of the parking problems might be
alleviated if the vacant lot at the end of Truitt was converted to a parking lot for use by
those who had games scheduled on the fields at the north end of the park. She also
suggested establishing no unauthorized parking on the residential streets affected.
Mayor Manning responded we could not prohibit parking for some but not others.
If NO PARKING areas are established, it would affect residents as well as non-residents.
He said the area would be looked at by the Police and Public Works Departments for
possible solutions.
6. CONSENT AGENDA
Mayor Manning read the items on the Consent Agenda. Councilman Marks asked
if the expenditure in item B was a budgeted item and was informed it was.
A. CONSIDERATION OF APPROVAL OF THE MINUTES OF THE
COUNCIL MEETING HELD APRIL 4, 1994
Motion to approve the minutes as presented - Agnew; second - Bogan. Motion passed with
unanimous roll call vote.
B. CONSIDERATION OF AMENDING RESOLUTION NO. 94-08
AUTHORIZING PARTICIPATION IN THE DENTON COUNTY NARCOTICS
TASK FORCE
Motion to approve the Resolution as presented - Agnew; second - Bogan. Motion passed
with unanimous roll call vote.
7. CONSIDERATION OF APPROVAL OF GUIDELINES FOR USE OF THE
AMPHITHEATER AT BILL ALLEN MEMORIAL PARK AS RECOMMENDED
BY THE PARKS AND RECREATION BOARD
Motion to adopt guidelines as submitted - Lynch.
Councilman Dillard stated that the use fee schedule did not indicate a time limit.
The $50.00 for over four hours could mean you could stay for three days. He suggested this
be clarified by adding "daily" to the use fee schedule. Councilman Marks questioned the
$100.00 maintenance deposit. Ms Sylvia Brantley, Park and Recreation Director, said this
was to offset the costs of cleaning the area if the user did not. Councilman Marks said this
could be a bargain for a large event promoter if they could get away with not cleaning the
area and only pay out $100.00. Ms Brantley said these are only guidelines and this is a new
type of facility for us. She recommends the adoption of these guidelines and review them

after some events have taken place at the amphitheater to see what changes might be
needed.
Motion to adopt guidelines with amendment indicating "daily" use fee - Lynch; second -
Bogan. Motion carried with unanimous roll call vote.
8. CONSIDERATION OF APPROVAL OF GUIDELINES FOR USE OF THE DISC
GOLF COURSE AT BILL ALLEN MEMORIAL PARK AS RECOMMENDED
BY THE PARKS AND RECREATION BOARD
Councilman Agnew recommended changing item #5 to 10% of the gross receipts
in lieu of 20% of the profits. This would be in line with other guidelines and simplify
bookkeeping.
Motion to adopt guidelines as amended - Agnew; second - Bogan. Motion carried with
unanimous roll call vote.
9. CONSIDERATION OF NOMINATIONS TO SERVE ON THE NORTH
CENTRAL TEXAS COUNCIL OF GOVERNMENTS EXECUTIVE BOARD FOR
THE YEAR 1994-95
Mayor Manning asked if any of the council members would like to volunteer for the
position. There were none. He then asked for nominations and again, there were none.
10. RECEIVE REPORT REGARDING CONDITION AND ALTERNATIVES FOR
THE REPAIR OR DISPOSITION OF THE FENCE ALONG THE CHAPMAN
DRIVE ALLEYWAY
Ms Hicks reminded everyone that this item had been brought up at the last meeting.
Tom Cravens, Director of Public Works, stated that they had received price quotes for
materials only to replace the fence with a new six foot wooden fence at a cost of $8,000.
The price for photenia shrubs approximately five feet tall to be placed at thirty inch centers
would be $7,500. All work would be done by staff.
It was agreed by all that the current fence must be removed as soon as possible as
it is in dangerous disrepair. After much discussion it was determined that the City would
not replace the fence with any form of barrier at this time.
12. COUNCIL COMMITTEE REPORTS
Councilman Agnew reported that the Economic Development Corporation would
meet Tuesday, April 19 with The Colony 2000 committee at the Chamber of Commerce
building.
13. CITY MANAGER'S REPORT

Ms Hicks asked Tom Cravens to address the first items.
1. The clean-up went very well. We filled 35 forty yard dumpsters and four
compactors. We collected approximately 150 batteries, 250 tires, 130 gallons of oil, and 300
gallons of paint. Seventeen refrigerators/air conditioners were dropped off and the freon
was recovered. Mr. Cravens said the crews worked very hard and were to be commended.
Due to the tremendous volume, they did not even get to take time to eat lunch but had to
eat on the run. He also wanted to express his appreciation to Brookshire's for providing the
chicken lunch for the crews.
2. Tom attended a recent seminar in Austin which covered financing, selecting an
engineer, site planning, permits, media, and construction of a wastewater facility. He
received lots of good information. He stayed to visit with representatives of TNRCC and
the Water Development Board. They have worked at streamlining the process to obtain
financing for projects. They are impressed with the work done by the City so far and are
looking forward to the presentation of our project.
3. The Strickland drainage ditch project is underway.
4. Fire Departments Volunteer Program - Ms Hicks asked Chief Morrison to address
this item. He stated that he had researched several options to use our volunteer staff more
effectively. The new program is a team approach. There are currently three teams, with
six members on two and five members on one. They are on a rotation of one day on and '-"
two days off. They must respond to any call on the day on unless they are out of the city
at work. We are fortunate that four of the volunteers are Public Works employees. With
the high quality of volunteers we are now getting, funding will be required to replace old
and outdated equipment and gear. Chief Morrison said that replacing these seventeen
volunteers with paid staff would cost over $1 million.
5. Ms Hicks reminded everyone she would be out of the office for most of tomorrow.
She will be at the mediation of the Carniero lawsuit.
6. Ms Hicks said this item was good news for one of our staff but not necessarily for
the city. Mr. Bob van Til has been offered a position as City Administrator with the City
of River Oaks and will be joining them as of May 2, 1994.
