HELD ON
January 10, 1994
The Special Session of the City Council of the City of The Colony, Texas was called to order
at 7:00 p.m. on the 10th day of January, 1994 at City Hall with the following Council roll
call:
William Manning, Mayor Present
Mike Lynch, Councilman Absent
Toby Pollard, Councilman Present
Joe Agnew, Councilman Present
Tom Bogan, Councilman Present
John Dillard, Councilman Present
Joel Marks, Mayor Pro-tem Present
and with six present, a quorum was established and the following items were addressed:
1. REVIEW AND DISCUSS PROPOSAL FROM DR. PAUL GEISEL REGARDING
THE RECRUITMENT PROCESS FOR THE CITY MANAGER POSITION
Interim City Manager Patti Hicks stated Dr. Paul Geisel was in attendance this
evening to answer any questions concerning the proposal he had submitted for assisting in '-'"'
the recruitment of a new City Manager. As his lengthy credentials are detailed in the
proposal, Ms Hicks deferred to Dr. Geisel.
Dr. Geisel and his staff have worked with 21 cities of different sizes. The first step
in the process would be the interviewing of each council member. Everyone has specific
ideas about where the city is, where it is going and how to get there. Through the interview
process, Dr. Geisel and his staff will prepare a consensus. There will also be interviews with
key staff people to gain similar information. This would then be brought back to Council
in a work session to form a platform from which to work. By having everyone working from
the same perspective, it will be easier to find the right person for the position.
Applications will be reviewed based on the criteria established and the field narrowed
eventually to about six applicants. At that point, Dr. Geisel's staff will do intense
background checks, verify information contained in the application and references. This
information will be presented to Council and would be used to narrow the selection to about
three applicants. These individuals would be invited for an interview.
Dr. Geisel and his staff will act as go between in all dealings with applicants and the
city up to the offering of a contract. They can also handle contract negotiations for the City.
The total cost is $4,500 and includes a follow-up review.
2. CONSIDERATION OF ACCEPTANCE AND APPROVAL OF A PROPOSAL
FROM DR. PAUL GEISEL TO ASSIST IN THE RECRUITING OF A CITY
MANAGER FOR THE CITY OF THE COLONY
Councilman Dillard asked for a policy to allow only certain people to deal with
media and candidates during the selection process. Mayor Manning proposed that Dr.
Geisel respond to all queries from candidates and that he, Ms. Hicks and Dr. Geisel would
be media contacts. All members concurred. At this time Mayor Manning disbanded the
search committee.
Motion to accept proposal from Dr. Paul Geisel - Pollard; second - Dillard. Motions
passed with unanimous roll call vote.
3. REVIEW AND DISCUSSION OF PROPOSED RATE INCREASE FOR TEXAS
WASTE MANAGEMENT
Councilman Pollard referred to the rate analysis figures he had run and provided to
each council member. These figures produced a lower increase than the rate request
submitted by Texas Waste.
Mr. Nick Dowd of Texas Waste Management was in attendance and agreed,
Councilman Pollard's figures were correct based on the information he had. The did not
take into account special pick-ups in the city or the two clean-up days provided to the city.
He said a lot of material is picked up at those times.
There was general discussion regarding the pass through costs of compliance with
Subtitle D and Councilman Agnew asked if the figures are estimates of what it might cost
to comply or if these are actual costs based on current expenses. Mr. Darrell Bennett,
Landfill Engineer with D/FW Landfill explained that they are in compliance with current
regulations and the expenses are being incurred now. There are also pass through expenses
for the construction and design of new cells. Mr. Dowd stated he would be happy to
provide whatever documentation Council would like to support the expenses.
Councilman Pollard explained that the largest expense associated with Subtitle D is
leacheate management. Perhaps it would be more beneficial to provide these figures
instead of everything.
Interim City Manager Patti Hicks stated she and Bob van Til had researched the
figures. It is their recommendation that the Council adopt the Consumer Price Index
increase at the January 17, 1994 meeting and as a separate item, have Texas Waste
Management provide the figures on the actual costs increases due to Subtitle D for
discussion at the same time.
Mayor Manning adjourned the meeting at 8:50 p.m.
